The experimental class lasts for two years, including no less than half a year's internship in grassroots political and legal organs. When the recruiters report to the relevant colleges and universities, they will sign an orientation training agreement with the provincial political and legal organs of the training colleges and orientation units to receive training.
The registered permanent residence and files of the employed personnel move into the employment school. Students in the pilot class should be managed in accordance with the Regulations on Student Management and strictly abide by the rules and regulations of colleges and universities. Students in the pilot class are free of tuition and given living allowance during their school days.
For qualified graduates, colleges and universities should dispatch them according to the original recruitment unit and transfer their files and accounts to relevant units. After the students report to the orientation unit, the recruiting unit shall handle the recruitment procedures of civil servants according to the prescribed authority and procedures, and manage them according to the Administrative Measures for the Probation Period of Newly Recruited Civil Servants (Trial). After graduating from the pilot class to work in a directional unit, students at the master of law level need to serve for 5 years, at the undergraduate level for 7 years and at the junior college level for 9 years before they can communicate.
Those who are unqualified during their study in school or have not obtained the corresponding academic degree when they graduate, and do not meet the qualification requirements of the corresponding post when they graduate, shall not be employed as civil servants. The state is not responsible for arranging jobs, and candidates choose their own jobs. At the same time, the education funds and subsidies (including tuition fees, training fees and living allowances) they enjoy will be returned to the provincial political and legal administrative department where the targeted unit is located. Graduates who voluntarily give up their studies during school or fail to work in targeted units due to breach of contract may not be employed in other party and government organs or institutions managed by reference to the Civil Service Law. This situation should be recorded in the credit files of candidates, and the education expenses and subsidies (including tuition fees, training fees and living allowances) enjoyed by them should be returned to the provincial political and legal administrative department where the directional unit is located within 1 month after the announcement of the default decision, and 50% of the liquidated damages should be paid.
