Party branches of government agencies are basically organized by departments. The department is the foundation of the organ, and it is in the forefront and the most critical position in the administrative process, law enforcement process and decision-making process. Department construction is the core and foundation of organ construction and ruling ability construction. This determines that the capacity building of party branches in government departments is also in a very important position. Based on this understanding, combined with investigation and work practice, this paper makes some thoughts on the problems existing in the current capacity building of party branches and their solutions.

First, there are some problems in the capacity building of the party branch of the current organ. Since the "Regulations on Grass-roots Organizations of the Party and State Organs", the spirit of the 17th National Congress of the Communist Party of China and the central government's efforts to strengthen the party's ruling ability, especially the educational activities to maintain the advanced nature of Communist party member, the capacity building of party branches in government organs has generally shown a healthy development trend. However, over the years, some problems existing in the construction of government party branches have not been fundamentally solved, mainly in the following aspects: 1, some party branch secretaries do not know enough about the importance of strengthening the capacity building of party branches, and their awareness of dual responsibility for one post is not strong. First, at the mercy of work, Party building work and business work were not placed in the same important position, and business was emphasized over Party building. Party building work and business work are two layers, and business work is regarded as a hard indicator to be completed, and efforts are made to grasp it; Regard the task of party building as something that can be done,

Party building will not be used to promote business work. Second, there is a lack of sense of responsibility, urgency and initiative to do a good job in party building in branches. If you think too much about business work, you must have a sense of innovation. If you think too little about branch construction, push forward. For the important work of party branch construction, such as theoretical study, ideological and political work, and strict organization of life, the party Committee of the organ will move as soon as it is deployed, and will not move without deployment. Even if the deployment is arranged, it will not be completed on time. Third, there is not enough understanding of the important responsibilities of the party branch secretary. Some leaders are unwilling to serve as party branch secretaries, but let ordinary cadres take responsibility. Fourth, some party branch secretaries are not clear about the responsibilities and tasks of party building work. Some party branch secretaries don't pay party dues to the party committees of the organs for half a year, and they don't know or ask. Objectively, because the branch secretary changes frequently, the training has not kept up; Subjectively, it is because the party branch secretary himself can't study the party building work seriously. Although the party branch secretary is a small official and has no real power, if the party branch secretary underestimates this official title and does not conscientiously perform the duties of the party branch secretary, it will have a bad influence on the party building and even the business work of this branch. Practice has proved that a competent party branch secretary can not only do a good job in party building but also do a good job in business.

2. Some branches are not perfect and standardized. First, some branches can't organize life according to regulations, and some even don't organize life for a long time; Some talk about party building by the way when holding business meetings, and use business meetings instead of organizing life meetings. Second, some branches organize routine life with low quality, many achievements and few problems, and dare not seriously criticize the problems existing in the branches.

You can't solve your own problems. Third, the organizational life style is old, rigid and lack of creativity. The traditional organizational life style can not fully adapt to the organizational life of the party branch of the government. For example, if a branch has three party member, how can we attend a party class? How to convene general party membership meeting and the Party branch committee? How to lead a good organizational life according to the actual situation of this branch? For these problems, some branch secretaries have not studied and discussed enough, followed the crowd and lacked innovation.

3, the ability to solve their own problems is not strong. First, some branches ignore the education and management of party member, and have high requirements for party member's work and low requirements for ideology and politics; According to the arrangement of the superior party group and Party committee, the ideological work of our branch in party member pays more attention to the general education management, but less attention to the individual education management. Second, the problems existing in this branch cannot be solved in time and effectively. The contradiction between leading cadres of some branches and party member has not been solved for a long time, and some backward party member has not been changed for a long time, so it can only be solved by higher-level party organizations. Two, the assumption of several problems that need to be solved urgently in the capacity building of the party branch of the current organ.

The report of the 17th National Congress of the Communist Party of China pointed out that the grass-roots organizations of the Party are the foundation of all the Party's work and combat effectiveness, and they should become organizers, promoters and practitioners in implementing Theory of Three Represents. Adhere to serving the overall situation around the center, broaden fields, strengthen functions, expand the coverage of the party's work, and constantly improve the cohesiveness and combat effectiveness of the party's grassroots organizations. The Decision on Strengthening the Construction of the Party's Ruling Ability adopted by the Fourth Plenary Session of the 16th CPC Central Committee also strengthened and improved the Party's grass-roots organizations.

Construction is listed as an important task of comprehensively promoting the new great project of party building. According to the above requirements, we feel from practice that the following problems should be solved in order to strengthen the capacity building of party branches of government organs at present.

1. further strengthen the leadership of the party group (party Committee) of government departments on the construction of party branches.

First of all, the leading party group of the government should pay more attention to the construction of the party branch of the government and enhance party member's sense of party building responsibility. We will change the situation that we only pay attention to the management of the department to complete the business work, ignoring the construction of the party branch of the management department and earnestly fulfilling the responsibility of party building. The person in charge of the department should conscientiously perform the duties of the first responsible person in the party building work of the organ and take overall responsibility for the construction of the party branch of the organ. Other party member should do a good job in the construction of the Party branch of the department in charge while doing a good job in the business work of the department in charge. Departmental party groups and their members should put the construction of party branches on the important agenda, understand and master the construction of party branches, regularly listen to the work reports of party committees and party branches, put forward targeted guidance, and timely solve the problems existing in the construction of party branches.

Secondly, strengthen the supervision, inspection and assessment of party branch construction. The party group of the department and its members should supervise and inspect the construction of the party branch of the department while supervising and inspecting the completion of the business tasks of the department. It is necessary to incorporate the assessment of party branch construction into the target management of organs, and the work of party branches and business work should be deployed and implemented simultaneously; On the goal of party building work and administrative work

Thirdly, we should take the performance of party building duties as an important content to measure the quality and ability of cadres. The assessment of cadres' special qualities and abilities depends not only on his completion of professional work, but also on his effectiveness in grasping party building work. It is necessary to incorporate party building into the education and training of cadres and improve their ability to perform their duties. It is necessary to take the party branch secretary's performance of party building duties as an important basis for promoting and using cadres. Cadres who do not attach importance to and are not enthusiastic about party building work cannot be included in the scope of outstanding cadres. It is necessary to create an atmosphere of grasping the glory of party building and dereliction of duty in party building, and fully mobilize the enthusiasm and creativity of government officials in grasping party building.

2. Party committees of organs should earnestly assume the responsibility of grasping the construction of party branches and strengthen the inspection and guidance on the construction of party branches.

First of all, we should strengthen the inspection and supervision of party branch construction. Through the inspection of party branch construction, we can understand and master the situation of party branch construction, and put forward guiding opinions for the existing problems. In recent years, we have inspected the theoretical study notebook and conference notebook of the Party branch every quarter, and informed the overall situation of the inspection, which has played a supervisory role in the construction of the Party branch. At the same time of the inspection, some branches were randomly selected.

Secondly, give specific guidance to the branch work. Through specific guidance, solve the weak links in the construction of party branches. In recent years, full-time and part-time secretaries and deputy secretaries of government party committees have participated in life meetings organized by relevant branches for many times, guiding branches to standardize the procedures and contents of life meetings on the spot, effectively improving the quality of life organized by these branches. Party committee secretaries and deputy secretaries of government agencies often participate in theoretical study of relevant departments and guide them to improve the theoretical study effect. For the problems existing in individual branches, the party committees of the organs put forward specific opinions in time.

Third, organize collective activities to provide a broad stage for branch life. Party committees of government organs should put forward the contents, ways and methods of reforming and innovating the party building work of government organs according to the changes of the situation and tasks and the actual situation of party organizations of government organs, so as to make the branch work have rules to follow. In recent years, in order to make the party building work in government organs more suitable for the needs of the development of the situation and carry out party building activities around the central work, we have organized various branches in party member to carry out some thematic practice activities, such as the recent big discussion activities with the theme of changing ideas, functions and styles, which has made the party branch have a new starting point and enriched the activities.

Fourth, grasp the typical, encourage the advanced and promote the general work. First, consciously cultivate and establish a typical example of branch construction, sum up their experience and promote it in the overall situation. In recent years, we have repeatedly given specific guidance to some party branches with good foundation in branch construction, and sent their experience in strengthening branch construction to all branches through briefings, which greatly promoted the construction of other branches.

Fifth, the advanced Party branches and outstanding party member are regularly commended and rewarded to create an atmosphere of striving for excellence. At the end of June last year, we commended and rewarded three advanced party branches and 10 outstanding * * * party member, awarded certificates to advanced party branches and certificates and bonuses to outstanding * * * party member, which affirmed and encouraged the advanced, and also promoted other branches and party member.

3. Strengthen the management and training of Party branch secretaries. Party branch secretary is the key to strengthen party branch construction. The urgent task is to build a team of party branch secretaries with firm politics, good quality and proficient business.

First of all, it is necessary to adhere to the system that the main leaders of the department serve as party branch secretaries, and to implement one post and two responsibilities, which is conducive to overall consideration of business work and party building work. When department leaders change, they should be adjusted in time to ensure that the post of branch secretary is not vacant.

Secondly, insist on holding a meeting of party branch secretaries and deploy the party building work system. Generally, it is not necessary to hold an administrative meeting to arrange the deployment of party building work, but a meeting of party branch secretaries to arrange the deployment, so as to attract the attention of party branch secretaries and ensure the implementation of party building work tasks. For example, in the educational activities of studying the 17th National Congress of the Communist Party of China, we have held five meetings of Party branch secretaries to arrange and deploy the work in all stages and links of study and education, thus ensuring the smooth development of study and education activities and strengthening the training and education of Party branch secretaries. It is necessary to hold regular training courses for party branch secretaries so that party branch secretaries can master the basic knowledge of party building. Through training, secretaries should make all party branch secretaries clear about their job responsibilities, tasks and procedures, and know how to carry out party building work in branches. At the same time, according to the needs of the changes in the situation and tasks, some special training should be given to party branch secretaries, which should not only improve their awareness of dual responsibility, but also improve their ability of dual responsibility. At the same time, leaders of departmental party groups should always communicate with party branch secretaries, analyze the situation of party branch construction with them, find out the existing problems, give them directions, give them suggestions, help them solve the difficulties encountered in their work, and train them to be competent and qualified party branch secretaries.
