Seventy-ninth traffic (port) management departments at all levels shall supervise and inspect the security activities of port facilities according to law, and no unit or individual may refuse, hinder or obstruct them.

The relevant units or individuals shall accept the supervision and inspection carried out by the port administrative department according to law, and provide necessary convenience for them.

When carrying out supervision and inspection, the staff of the port administrative department shall show their law enforcement certificates and identify themselves.

Article 80 The port administrative department where the port is located shall supervise and inspect the following security matters of port facilities:

(a) the validity period of the "certificate of compliance with the security of port facilities";

(two) the implementation effect of the port facility security plan, including the coordination during the implementation of security measures;

(three) the security knowledge of the port facility security supervisor and related personnel.

Article 81 The Ministry of Communications shall supervise and inspect the annual verification of the certificate of safety compliance of port facilities. If it is found that it does not meet the requirements, it shall request the provincial traffic (port) administrative department to correct it.

Article 82 Port facilities that have not obtained a valid certificate of port facility security compliance and do not meet the requirements of Article 39 of these Rules shall not provide services for ships sailing on international routes.

In violation of the provisions of the preceding paragraph, port facilities that provide services for ships on international routes without authorization shall be given a warning by the port administrative department where the port is located, ordered to stop the illegal act, and may be fined not more than 30,000 yuan.

Eighty-third in violation of the provisions of these rules, port facilities security supervisors and related personnel without the necessary training, the port administrative department may order them to replace; If the port facility security supervisor and relevant personnel fail to perform their duties as stipulated in these Rules, the port administrative department may order them to participate in security training, and if the circumstances are serious, they may be ordered to suspend or revoke their qualifications as port facility security supervisors.
