What is HSE management system?

Health, safety and environment management system is referred to as HSE management system or HSE MS (Health, Safety and Environment Management System). HSE MS is a common management system in the international oil and gas industry in recent years. It integrates the management experience of colleagues from all over the world, embodies the standardized operation of oil and gas enterprises in the environment of big cities, and highlights the scientific management thought of prevention first, leadership commitment, full participation and continuous improvement. It is a permit for the oil and gas industry to realize modern management and move towards the international market. Basic elements of HSE management system

System elements and related parts are divided into three parts: core and condition part, circular chain part, auxiliary methods and tools part.

1. Core and conditions section.

(1) leadership and commitment: it is the core of HSE management system, commitment is the basic requirement and motivation of HSE management, and top-down commitment and the cultivation of enterprise HSE culture are the basis for the successful implementation of the system.

(2) Organization, resources and documents: The personnel organization, resources and documents required for good HSE performance are the supporting conditions for system implementation and continuous improvement. It has seven secondary elements. Although this part also participates in the cycle, it is usually relatively stable and is an indispensable and important condition for HSE work, which is usually formulated and decided by senior managers or related managers.

2. Cyclic chain part

The circular chain is the embodiment of Deming's circular model, and the safety, health and environment policies and objectives of enterprises are realized through this process. Except that the HSE policy and strategic objectives are formulated by senior leaders, other contents are usually formulated and operated by the operating unit or production unit of the enterprise.

3. Auxiliary methods and tools

Auxiliary methods and tools are some analytical and statistical methods aimed at effectively implementing the management system. As can be seen from the above analysis:

(1) Each element has certain relative independence, and constitutes each link of the core, basic conditions and circular chain respectively;

Structural characteristics of HSE management system

1. Established in Deming mode. HSE management system is a structure of continuous cycle and continuous improvement, that is, a structure of "planning-implementation-inspection-continuous improvement".

2. It consists of several elements. The key elements are: leadership and commitment, policies and strategic objectives, organization, resources and documents, risk assessment and management, planning, implementation and monitoring, review and audit, etc.

3. These elements are not isolated. Among these elements, leadership and commitment are the core; Policy and strategic objectives are the direction; Organizations, resources and documents as support; Planning, implementation, inspection and improvement are circular chain processes.

Managers at all levels of enterprises set an example of behavior through their own HSE examples, and constantly strengthen and reward correct HSE behaviors.

2. The principle of full participation

The HSE management system is based on the participation of all employees and highlights the concept of "people-oriented". Implementation steps of HSE management system

I. Learning standards and personnel training

Before establishing the HSE management system, enterprises should conduct education and training at two levels in combination with the 10 HSE series standards issued by the group company.

1. Organize publicity and education for post personnel. The implementation of HSE management system and the realization of its management objectives require the profound understanding and active participation of all employees in the enterprise. Influencing factors of HSE management system operation [2]

The operation of HSE management system can be summarized into four aspects: management concept, execution, technical means and external environment (as shown in the figure). Management concept is the foundation and guiding theory, execution is the driving force to promote HSE operation, and technical means are the technical guarantee for HSE operation. These three factors belong to the internal factors of the organization, and the external environment is the external factor, which promotes or hinders the HSE operation. Only when these four factors are coordinated can the system be in a benign operation state.

The HSE management system of China Petroleum is the core component of the management system of China Petroleum Group, which is conducive to promoting and maintaining corporate culture and conforms to the business development strategy of the group company.

This manual outlines the HSE management system established and implemented by China Petroleum Group. It is a comprehensive guide for managers, employees and contractors at all levels to implement the HSE management system of China Petroleum Group.

The content and scope of this manual are not fixed, and can be modified according to the changes of internal and external conditions. However, when the relevant documents in this manual change, the HSE management system manual will not be revised immediately because of these changes.

This manual is applicable to enterprises, employees and contractors of the Group Company. The HSE management system of China Petroleum Group will be continuously improved and perfected.

Overview of HSE-MS system

1. 1 system element

The HSE management system of China Petroleum Group consists of seven elements. Each key element is the standard to be achieved by HSE management of China Petroleum Group, and each standard is supported by a strategic goal and specific indicators. Specific indicators will be achieved through various specific activities. 1.2 management mode

The management mode of HSE management system can be expressed by the dynamic images of propeller blades (see figure 1). "Leadership and commitment" is the key to establish and implement HSE management system and the axis of propeller. China Petroleum Group's HSE policy was issued by the general manager, promising that China Petroleum Group would strive to achieve advanced HSE management. The HSE policy of China Petroleum Group was put forward after a long demonstration, and it only needs to be revised once every three to five years.

Under the guidance of HSE policy, China Petroleum Group has established a series of performance standards related to each factor, which is the need of a good HSE corporate culture of the group company. These performance standards need to be ensured through the successful implementation of HSE management system.

1.3 organization

The HSE management of China Petroleum Group adopts the linear management mode, which is consistent with the system of the group company. Comprehensive HSE management will be guided by the HSE Steering Committee, whose director will be the general manager. All departments have clear responsibilities, distinct levels, tight organization and smooth connection.

The main institutions and managers responsible for HSE management have the following responsibilities:

Director of HSE Steering Committee:

To implement the national laws and regulations on health, safety and environment;

Be responsible for the overall formulation and implementation of HSE policy;

Preside over the meeting of HSE Steering Committee and make decisions on major issues.

-Ministry of Personnel and Labour:

Do a good job in the deployment of HSE management institutions at all levels and HSE post personnel, and clarify the HSE responsibilities of personnel at each post; Handle post allowances and other related occupational allowances for all kinds of personnel, publicize and educate employees (including contractor employees) on HSE principles, policies and related knowledge, conduct post HSE skills training, and participate in organizing HSE emergency drills; Participate in accident investigation, audit and HSE review.

-Material supply department:

Responsible for the supply of equipment, materials, instruments, medicines and other materials required for HSE management, facility operation, scientific research and monitoring; Ensure that all suppliers and relevant departments of China Petroleum Group have a good HSE management system and exchange HSE information with suppliers; Participate in the preparation of HSE management system documents for material supply and marketing; Do a good job in the storage and transportation safety of toxic and harmful substances to prevent environmental pollution.
