Strengthening the education and training of women cadres is an important measure to build a high-quality cadre team and promote the healthy development of women's cause. In recent years, Baoji Women's Federation has adhered to the people-oriented, pragmatic and effective principles, and taken measures such as establishing mechanism, grasping training, strengthening management and diligently asking for actual results in the education and training of female cadres, which has achieved certain results and played a positive role in building a harmonious society.
The first is to build a mechanism to promote standardization.
According to the needs of the growth of female cadres, combined with the actual situation, we will jointly revise and improve the education and training plan for female cadres every five years with the Organization Department of the Municipal Party Committee. According to the planning requirements, the Municipal Women's Federation insists on comprehensive training for 12 county women's Federation cadres and 138 township women's Federation presidents every two years, and each training is not less than one week. Since the implementation of the plan, the Municipal Women's Federation has held a total of 2600 women's Federation cadres training courses 17. Women's federations in counties and districts have generally formulated training plans, relying on county and township party schools and girls' schools to conduct professional knowledge training for village-level people's congress directors once a year to enhance their abilities and improve their level. In the education and training of female cadres, women's federations in cities and counties strengthen contact, sum up training experience in time, and seriously solve problems in their work. Every two years, a survey is conducted on the education and training of female cadres in the city, and the education and training files of female cadres are established, so that the education and training of female cadres gradually embark on the track of institutionalization, standardization and regularization.
Second, pay attention to training and strengthen quality.
Establish and improve the education and training mechanism for women cadres, and constantly improve the comprehensive quality of women cadres. According to the principle of hierarchical management and classified training, female cadres are trained at multiple levels and through multiple channels. First of all, insist on sending outstanding female cadres to participate in high-level training. In recent years, more than 90 female cadres have been selected to participate in relevant business training courses organized by national and provincial women's federations; Actively recommend a certain number of female cadres to participate in the training courses for young and middle-aged cadres and reserve cadres organized by the Organization Department. More than 40 outstanding female cadres at all levels have been selected to participate in the training at or above the municipal level. Second, in combination with the spirit of the instructions of the higher authorities on training and selecting female cadres, we should actively strive to incorporate the education and training of female cadres into the overall planning of cadre education and training, and jointly organize training courses for female leading cadres with the organization department to improve the comprehensive quality and leadership level of female leading cadres at the grassroots level. According to incomplete statistics, in recent years, municipal, county (district) women's federations and organizational departments have jointly held 16 training courses for female cadres, training more than 1200 women cadres. In particular, in 2004, the Women's Federation and the Propaganda Department of the Municipal Party Committee jointly organized a training course on the basic national policy of equality between men and women, and in 2005, the organization department of the Municipal Party Committee jointly organized a training course for women representatives in Baoji City, which further broadened the training targets, improved the training level, brought into play the advantages of functional departments, and had a good social impact in the city.
Third, pay attention to innovation and ensure quality.
Carefully design training carriers, innovate training forms, enhance training effectiveness, ensure the healthy and orderly development of female cadres' education and training, and adhere to the three combinations of training. First, education and training should be combined with talent discovery. In the training work, we should pay attention to finding outstanding women talents, bringing them into the women's talent pool, paying attention to training, actively recommending them to organizational departments, and striving to promote the formation of a good employment mechanism of education, training, improvement and recommendation, so that a group of women cadres with high political quality and strong professional ability can take up leadership positions at all levels. The second is the combination of learning theory and guiding practice. The purpose of learning is to use. During the training, female cadres are required to strengthen investigation and research, pay attention to policy participation, use what they have learned and write their own experiences and investigation reports in combination with their own reality. Municipal Women's Federation cadres took the lead in conducting in-depth investigation and research on the reemployment of laid-off women workers, helping poor girls, the basic national policy of equality between men and women, the maintenance of women's land rights and interests, domestic violence, the training and selection of female cadres, the construction of grassroots women's federations and the construction of new countryside, and wrote more than 50 investigation reports, most of which were published in China Women's Network, Shaanxi Women's Work Newsletter and Baoji Newsletter. There are also several outstanding scientific research achievement awards won by the Provincial Women's Federation and the Municipal Association for Science and Technology respectively. The Municipal Party Committee has also approved surveys on women's ideological status, grassroots women's organizations, the implementation of the basic national policy of equality between men and women, the protection of women's rights and interests, and rural women's economic cooperation organizations, which not only provide a basis for leaders to make decisions, but also effectively guide the development of women's work. The third is the combination of education and training and autonomous learning. While doing a good job in short-term education and training, women's federations at all levels strive to overcome difficulties such as shortage of manpower, heavy tasks and tight funds, and support and encourage women's Federation cadres to actively participate in various forms of academic education and knowledge renewal education. Five comrades of the Municipal Women's Federation obtained bachelor's degrees through on-the-job party school study, with college degree or above reaching100%; More than 90% of county-level women's Federation cadres have college education or above; 95% of township women's Federation cadres have achieved college education or above. In addition, in the city's women's Federation system, post reading is widely carried out, and "learning" institutions are built to strive to be "learning" cadres. The majority of women's Federation cadres focus on improving their performance. While studying political theory, they have studied the knowledge of economy, science and technology, law and management according to their work needs, and consciously strengthened the study and application of foreign languages, Putonghua and computer knowledge. Vigorously advocate "study for one hour every day", insist on intensive reading of 1-2 books every year, and write reading notes of more than 1 10,000 words. At present, the concept of learning at work, learning at work and lifelong learning has been deeply rooted in people's hearts. Grasping learning and practicing internal strength has become the development demand and conscious action of every women's Federation cadre.
Fourth, strengthen management and always seek efficiency.
Establish and improve the target assessment responsibility system for female cadres' education and training, and put the education and training of female cadres on the important agenda of party committees at all levels as one of the assessment contents. Regularly arrange, evaluate and follow up the education and training of female cadres. The establishment of women cadres' education and training assessment files, combined with the annual assessment, and the assessment results as an important basis for the selection and appointment of women cadres, job promotion, reward, adjustment of grades and wages, were assessed as excellent, rewarded in an appropriate form, outstanding achievements as priority promotion targets, in line with the conditions of reserve cadres, identified as reserve cadres. These practices have been fully affirmed by party committees and organizational departments.
Five, the next step of work ideas and countermeasures
We have done some work in women's education and training and made some achievements, but there are still some problems and shortcomings, such as: uneven development of training; Teacher training needs to be strengthened; The training mechanism is not perfect; Insufficient funds for grassroots training. In the future, we will focus on the following work according to the spirit of the meeting:
First, strengthen the construction of women's education and training mechanism and system. Continuously improve women's learning ability, execution, creativity and competitiveness, conscientiously implement the education and training plan for women cadres, and provide policies, mechanisms and organizations for women's education and training. At the same time, increase the construction of women's education and training institutions, teachers, teaching materials, courses and evaluation mechanisms, quantify objectives, refine responsibilities, strengthen management, and strive to build an education and training system that faces social needs, covers a wide range, and teaches on demand, so that women's education and training in our city is more in line with the development law of women's talents, women's own development needs, suitable for women's federations to give full play to their advantages, and promote the scientific, institutionalized and standardized education and training of women.
The second is to strengthen the investigation and theoretical research on women's education and training. We will continue to give full play to the resource advantages of party schools at the city and county levels, and strengthen the Marxist concept of women, the basic national policy of equality between men and women, and women's law into party schools and classrooms. With the help of female education teachers, we will thoroughly investigate the theoretical and practical problems of female education and training, explore the methods and ways of female education and training in line with women's characteristics and development laws, and formulate practical goals and measures.
Third, integrate social resources to create a good social environment for women's education and training. In accordance with the principle of "improving, optimizing, perfecting and enjoying", we will promote the establishment of an open and socialized women's education and training pattern led by the government, coordinated by women's federations, market-oriented and diversified. Give full play to the advantages of women's federations in politics, organization, work and coordination, actively promote ethnic education, participate in social education and strengthen women's Federation education. Make full use of and integrate all female education and training resources, carry out academic education, vocational education, on-the-job training, skills training, ideological and moral quality, scientific and cultural knowledge education and training, develop female talent resources, improve women's overall quality, and train more female talents to meet the needs of the development of the new situation.
