Second, the main practices and measures
(1) Strengthen leadership and set up working institutions. First, the "Leading Group for Establishing a Card for Accurate Poverty Alleviation" was established, with Ma, secretary of the Party Committee of Border Town, as the leader, Ma Chunwei, Shen Rui, Long Jianhui, Yi Yao, Wu Xinxiang and Zhang Wei, deputy mayors in charge of education, as members, and Wu, and as business personnel.
(2) Carefully arrange and actively carry out the work. In March of 20xx, the Education and Sports Bureau held a deployment meeting and training meeting for all kinds of schools in the county to comprehensively arrange and deploy the work of filing and setting up cards for precision poverty alleviation in the county. After the meeting, I timely reported the spirit of the meeting to President Yi Yao in detail. President Yi Yao, highly aware of the significance of this activity and the importance of responsibility, immediately organized a meeting of school teams and village leaders, followed by a meeting of class teachers. The meeting asked us to build a card and register. Attention should be paid to phenomena that are easy to cause contradictions; We should also do ideological work for ordinary people. So President Yi and I went to the government secretary Ma to report on how to carry out this precise poverty alleviation work, and got the support of the leaders. On March 1 1, I immediately sent the notice prepared in advance to the government office in the form of short messages, asking them to inform the branch secretaries of each village by short messages and telephone calls, so that the village cadres in each village can inform each target family in time. On March 14 and 15, I set up an office at the school gate to post the requirements of the object and fill in the form, and * * * distributed more than 200 registration forms15, so that the family members of the object could get the forms in time to fill in the application and review. After the government submitted 443 registration forms for the first time, I made a registration and checked it with the minimum living security system and the filing system again. Only 377 students were found in the system. What about the remaining 66 students? In order to make it clear and not miss one, I will report the situation to President Yi Yao in time. I once again informed the parents of every household to go to the government for verification in time. If the verification is accurate and who verified it, I must sign and affix the official seal of the government before I can register and report. It was announced on May 18, and 8 people have been approved one after another.
Third, there are problems.
1. The data exported by two government systems are not accurate enough. Either the students' names are entered incorrectly or the system is not fully exported, which leads to the low accuracy of our verification. We must check with the government again.
2. Some people have cognitive bias. Some extreme people also went to the village Committee and town government to ask for comments on poor households and low-income households.
3. For students who do not belong to private kindergartens admitted by the Education and Sports Bureau, we call the village party secretary to explain, so that the village party secretary can explain to the target households.

If poor areas want to uproot their poor roots, they can't let their children lose at the starting line of life. We should vigorously develop inclusive kindergartens in administrative villages with relatively concentrated population; In areas with scattered population, mobile kindergartens should be set up according to local conditions; We will improve the funding system for pre-school education, help children with financial difficulties and orphans and disabled children to receive inclusive pre-school education, bring pre-school education in poor areas of old and young into the management of compulsory education, give corresponding policies and financial support, and increase the promotion of rural pre-school education in poor areas.
In order to let children in poverty-stricken areas receive fair and high-quality education, we must have a team of high-quality teachers. However, even in rural Qingdao, where the investment in education and training ranks first in Shandong Province, some teachers have not read a book for more than 20 years, and some leave their students behind after class and go back to take care of their children immediately. Because of the lack of training, some teachers have poor quality and low ability, and there is no way to teach themselves and to be models ... The quality of teachers in rural areas in poverty-stricken areas can be imagined.
Fortunately, at the national level, the "National Training Plan" for primary and secondary school teachers was launched as early as 20 10, and by 20 14, more than 7 million primary and secondary school and kindergarten teachers had been trained.
