In order to meet the needs of the transformation of township functions under the condition of market economy, speed up the construction of district and township financial framework, and consolidate the achievements of rural tax and fee reform, under the correct leadership of the district committee and district government, and in accordance with the arrangements and requirements of provinces and cities for township financial reform, in 2007, zhanggong district steadily implemented the reform of township financial management mode. Over the past two years, various reforms have progressed smoothly. Through continuous improvement and perfection, a scientific and standardized financial subsidy mechanism for benefiting farmers has been established, which has gradually standardized the income and expenditure behavior of villages and towns and effectively promoted the development of grassroots economy and social undertakings. Recently, the district finance bureau conducted a comprehensive investigation on the progress of the "one card" work in various towns, the current situation and existing problems in the management of subsidy funds for benefiting farmers.

First, the basic situation of the "one card" reform in our district

According to the deployment of superiors, since August 2007, our district has organized and implemented the reform of financial subsidy fund management system and payment method with "one card" as the main content. Through extensive publicity, making implementation plans, holding mobilization meetings, business training, networking between districts and towns, online guidance, information collection, opening bank accounts and other work, the reform work was successfully implemented. In the past two years, in accordance with the guiding ideology of comprehensive inclusion, improvement, optimization and deepening, the reform of "one card" has been solidly promoted from the aspects of expanding items, making overall plans, consolidating and strengthening publicity.

From August to February, 2007, three projects were included in our district, with an index of 574,300 yuan and an allocation of 574,300 yuan, with 303 12 households. In 2008, 30 projects were included, with the index of 1949 13000 yuan, the allocation number of 16999400 yuan, and 29056 households were allocated. From June 5438 to May 2009, 24 projects have been distributed, with an index of 9,252,200 yuan, with a distribution quantity of 8,264,300 yuan and 25,398 households.

Two, our region to strengthen the management of farmers' subsidies, promote the reform of the "one card" and the main practices and results.

1, strengthen publicity and take the initiative to serve. Make full use of television, conferences, wall newspapers and publicity materials to publicize the reform policy in all directions. Make and distribute the "Publicity Manual of Township Financial Reform Policy", publicize the spirit of township "one card" reform, make the policy of benefiting farmers a household name, and guide farmers to actively support and participate. This year, taking the opportunity of the year of efficiency of construction organs, we will go deep into villages and towns and farmers, and change waiting for the masses to reflect problems into taking the initiative to visit and grasp the situation, so as to effectively solve the practical problems in the distribution of subsidies for benefiting farmers.

2. Establish a mechanism to strengthen supervision. Establish a long-term supervision and management mechanism that combines daily inspection with special inspection, on-site inspection and online inspection, and strengthen the supervision and management of the "one card" reform in accordance with the principles of "six households" and "six prohibitions". Randomly visit farmers, check the information disclosure of fund implementation and distribution, listen to farmers' opinions and demands, intuitively understand the grassroots situation, find problems, and make timely rectification. Strengthen financial management, ensure earmarking, and earnestly implement various funds for benefiting farmers.

3. The foundation is solid and the source is guaranteed. Implement the measures of "one household for funds, one card for subsidies, one station for service and one account for revenue and expenditure". Towns (sub-district offices) have established subsidiary ledger of funds and ledger of farmers' information materials, focusing on binding and filing the distribution list, unsuccessful distribution list and farmers' information change form, so as to ensure that funds arrive at the source and leave no dead ends for distribution.

4, clear responsibilities, communication and cooperation. Strengthen communication with competent departments, towns and rural credit cooperatives, carefully discuss various measures in the reform, timely adjust the process, straighten out relevant links, and decompose tasks at different levels to ensure that each link is linked to the department, each work is implemented to people, and each fund is paid to households, thus truly improving the efficiency of the use of funds for supporting agriculture.

5. Strengthen construction and improve efficiency. In order to open a fast and convenient green channel for subsidizing farmers, a special financial network has been established to realize district-town networking and information resource sharing; Equip the financial room with special computers, UPS, printers, scanners and other hardware; Towns (related street offices) have installed and used the "one card" software, and district-level finance provides timely technical assistance and business guidance through the network. While improving the hardware and equipment, we have increased the business training for grass-roots personnel, conducted multi-stage business training, focused on strengthening the operation process and the ability to use system software, and improved office efficiency.

Since the implementation of the "one card" reform in our district, it has achieved phased results. Give full play to the synergistic effect of the policy of benefiting farmers and agriculture-related funds, and completely change the previous practice of fragmented and decentralized management. Through capital integration and closed operation, "one funnel goes down", the phenomenon of intercepting or misappropriating subsidies for benefiting farmers has been eliminated from the source, which has effectively guaranteed the implementation of various policies to strengthen agriculture and benefit farmers.

Three, the problems and difficulties in the reform of "one card" in our district

1. The competent departments and towns have insufficient understanding of the "one-card" reform and lack initiative. Some competent departments and towns unilaterally believe that through

Because the "one card" work is the last link in the implementation of funds for benefiting farmers, according to the implementation plan of the provincial government, its basic work should be undertaken by the competent department, and the "one card" should be distributed by the financial department as a distribution platform; At present, county-level authorities often do not exercise the responsibility of auditing the allocation of funds, and the cooperation between departments is not in place. They just arrange for towns to distribute funds and report them to the financial department for distribution, and the supervision of the financial department is also very limited, which often causes the phenomenon of delaying the distribution of funds.

2. Rural credit cooperatives

The service and management of "one card" passbook are not in place. The summary column of some subsidy projects is vague and inaccurate; Allow farmers to cancel the "one-card" passbook at will, and fail to inform the finance office in time, resulting in the subsequent subsidy funds not being paid correctly; Some rural credit cooperatives do not return the distribution list to the finance office, or the list is not stamped with the special seal for business processing, which makes the fund circulation and inquiry of both parties lack legal basis; Rural credit cooperatives did not establish a system of regular checking with the finance office, and the finance office could not grasp the changed passbook account number of farmers in time, which led to the unsuccessful distribution of some funds.

3. There are many imperfections in this software system, which bring inconvenience to the operation. In the specific operation process, the following problems will occur: the distributed items cannot be uploaded through the settlement of villages and towns, because the actual situation of each town is different and the input progress is different, but the system can only upload them after all villages and towns have recorded and approved them, which cannot truly reflect the actual distribution situation; The system only sets up an audit process, and does not display the names of specific operators in each step, which is not convenient for supervision; The data partial stop and batch import are slow and easy to crash, which seriously affects the operation.

4. Farmers don't understand the spirit of reform and the purpose of "one card" passbook. Some farmers have been working outside for many years, but after issuing the "one-card" passbook, farmers need to bring their ID cards to the credit union to receive the first subsidy, which makes it difficult to issue the "one-card" passbook and various subsidy funds in time; Some farmers did not inform the local financial office in time after the passbook was cancelled or changed, resulting in the failure to issue funds in time; Some farmers' names are not standardized, which easily leads to system confirmation errors (just like a person using the words "blue" and "blue" at the same time); Due to the separation of some farmers, the passbook account name does not match the actual situation, resulting in bank authentication errors.

5. The reform funds are insufficient, the financial personnel at the grassroots level are few, the strength is small, and the professional quality is uneven. The "one card" reform has a wide coverage, many projects, a large amount of funds, and many departments involved. In order to ensure the smooth implementation of each link, although our district has invested a lot of manpower, material resources and financial resources, the funding gap is still very large, especially in hardware, such as the upcoming addition and expansion of servers, and the existing servers have been overloaded, which has seriously affected the security factor of the database. There are only two or three people in each finance office in our district, and they have participated in a lot of work in the town center. Faced with the complicated "one card" business, they often lose sight of one thing and do nothing, which often delays the issuance of funds; Financial personnel are slow to update and their professional qualities are uneven, which makes it difficult to adapt to the new situation of reform, especially in computer operation and software application.

Four, strengthen the management of farmers' subsidies in our region, and promote the reform of "one card".

1, strengthen leadership and raise awareness. First, the provincial and municipal departments in charge of funds for benefiting farmers and the provincial rural credit cooperatives stressed that they should make joint arrangements, strengthen leadership among departments, guide them to perform their duties, form a good mechanism and atmosphere, and finally implement the national policy of benefiting farmers in time. The second is to intensify propaganda and do ideological work well, so that farmers can truly understand and experience the benefits and functions of "one card" in implementing the policy of benefiting farmers, so as to correctly use the "one card" passbook.

2. Improve the software and enhance the ability. First, UFIDA should further improve and upgrade the "one card" system software, solve practical problems, facilitate grass-roots operation and improve efficiency. The second is to inject fresh blood into grassroots finance offices, strengthen training, pay attention to actual results, build an efficient and pragmatic team of township finance offices, and provide manpower support for reform.

3. Re-check to ensure accuracy. At present, due to the inaccurate information of farmers, the distribution is unsuccessful. In this case, the basic information of farmers should be rechecked village by village, household by household and in batches, with emphasis on ID number, name and passbook number. Establish a regular check system with rural credit cooperatives, implement dynamic management of farmers' information, update relevant data in the "one card" system in time, and improve the accuracy of distribution.

4. Multi-party financing to guarantee funds. In order to further deepen the "one-card" reform, grass-roots finance should abandon the attitude of waiting, relying, wanting and so on, raise reform funds in various ways, and at the same time, higher-level financial departments should increase investment in grass-roots reform funds. Only with a high degree of unity of financial power and administrative power can the reform be promoted more effectively.
