The Education Bureau of Neihuang County implements the principles, policies and decision-making arrangements of the CPC Central Committee on education, and adheres to and strengthens the Party's centralized and unified leadership over education in the process of performing its duties. The main responsibilities are:

(a) to implement the education policy of the party and the state and the laws and regulations related to education, draft the draft normative documents related to education and supervise the implementation; Responsible for the research and publicity of educational theory.

(two) to study and put forward policies and measures to uphold the leadership of the party and strengthen party building in the county education system and organize their implementation; Implement the important decision-making arrangements of the county party Committee and the government, and do a good job in the design layout, overall coordination, overall promotion and supervision of major education work in the county.

(three) responsible for the overall planning and coordinated management of all kinds of education at all levels in the county; Draw up the county's education reform and development plan; To guide the education and teaching reform in schools of all levels and types; Responsible for the statistics, analysis and release of basic education information in the county.

(four) responsible for the overall management of education system funds, participate in the formulation of education fund raising, education funding, education infrastructure investment policies; Responsible for the statistics of the county's education expenditure; To guide the internal audit of the education system.

(five) responsible for promoting the balanced development of compulsory education in the county and promoting educational equity; Responsible for the macro guidance and coordination of compulsory education; Responsible for promoting the high-quality development of ordinary high school education, compulsory education, preschool education and special education;

Implement the basic requirements of basic education and teaching, and fully implement quality education; To guide the education supervision work in the county, and organize the supervision, inspection, evaluation and acceptance of secondary and below secondary education; Responsible for monitoring the development level and quality of basic education.

(six) to guide the development and reform of employment-oriented vocational education, and to implement the professional catalogue of secondary vocational education, teaching guidance documents and teaching evaluation standards; Responsible for the construction of secondary vocational education and vocational guidance materials; Formulate the development plan of adult education and guide continuing education.

(seven) in conjunction with the relevant departments to undertake the establishment, cancellation and renaming of all kinds of schools at all levels in the county, formulate all kinds of education enrollment plans at all levels in the county, guide the school enrollment plans and organize their implementation; Organize ordinary colleges, adult colleges, secondary specialized schools, higher education self-study exams and other related work.

(eight) responsible for the overall management of the county education system party building work; Responsible for the ideological, political and ideological work of the county's education system, and guide the moral education, physical education, health, art education, labor education and national defense education of schools at all levels; Responsible for the United front work of the school and guide the county education system to implement the party's ethnic and religious policies; Responsible for the safety and stability of the education system and the work of letters and visits.

(nine) in charge of the work of teachers in the county. Responsible for the implementation of the qualification system for teachers in all kinds of schools at all levels in the county; Responsible for the recognition and reward of the county's education system, and manage the continuing education of teachers and educational administrators; Cooperate with relevant departments to study and put forward the establishment standards of various schools at all levels; Guide the reform of internal personnel and distribution system in schools of all levels and types; Guide the construction of talent team in the county education system.

(ten) responsible for the management of scientific research in the county education system; Guide the informatization construction of the county education system.

(eleven) to implement the principles and policies of the national language and writing work, and to formulate the county-wide language and writing work plan; Responsible for the promotion of Putonghua in the county and the training of Putonghua teachers.

(twelve) to carry out the care of the next generation of county education system.

(thirteen) to complete other tasks assigned by the county party committee and the county government.
