Interim Provisions on the Training of State Civil Servants Abroad Chapter I General Provisions Article 1 In order to ensure the scientific, standardized and institutionalized training of State Civil Servants abroad, these Interim Provisions are formulated in accordance with the Provisional Regulations on State Civil Servants. Article 2 The purpose of training national civil servants abroad is to learn from the advanced experience of modern administration abroad, cultivate professional backbones who are proficient in administration, and serve the national economic construction and administrative system reform. Article 3 The training of national civil servants abroad shall adhere to the principles of dispatch on demand, merit-based admission, consistency in learning and application, and emphasis on practical results. Article 4 Personnel departments of governments at all levels shall gradually assume the functions of organizing, coordinating and managing the overseas training of national civil servants. Chapter II Training Targets and Selection Article 5 The training targets of national civil servants abroad are the backbone of national civil servants at all levels. Article 6 National civil servants participating in overseas training should have good political quality, rich work experience, high cultural level and good physical fitness. Article 7 Personnel departments of governments at all levels shall, according to the actual needs and the assessment results of students studying abroad in terms of morality, ability, diligence and performance, pass foreign language examinations and professional assessments when necessary, and select the best personnel to go abroad for training and further study. Chapter III Contents and Methods of Training Article 8 The personnel departments of governments at all levels shall determine the contents of the training of national civil servants abroad according to the actual needs of the business departments of governments at all levels. Article 9 The ways of training national civil servants abroad are mainly divided into short-term training and long-term study. Short-term overseas training is special training; Long-term study abroad is a systematic business knowledge training. Chapter IV Training Management Article 10 Personnel departments of governments at all levels shall make unified plans for the training of national civil servants abroad, and formulate corresponding implementation rules and training plans abroad; Summarize and exchange experiences, and promote the results of training abroad. Article 11 Personnel departments of governments at all levels shall organize civil servants of government departments at the same level to go abroad for training in a planned way, strengthen the management of overseas training, and establish scientific and reasonable management procedures, including determining training objectives, selecting suitable overseas training institutions, paying attention to the management of training before and during going abroad, organizing summary reports after returning home, evaluating training results and tracking training benefits. Article 12 A national training unit for civil servants abroad shall make the necessary assessment according to the achievements and performance of the national training for civil servants abroad and the application effect after returning to China. The assessment results will be used as one of the bases for their appointment and training. Chapter V Training Funds Article 13 The funds for the training of state civil servants abroad are mainly allocated by the state, supplemented by seeking foreign aid and other sources of funds. Fourteenth governments at all levels shall, according to the needs, allocate funds for the training of national civil servants abroad. At the same time, the personnel departments of governments at all levels should also establish or improve the training fund for civil servants abroad or raise the funds needed for training abroad by establishing non-profit and unofficial foundations. Article 15 The salaries, benefits and job promotion of national civil servants during their training abroad, as well as at home, shall be implemented in accordance with relevant regulations. Chapter VI Supplementary Provisions Article 16 The Implementation Law on the Organization and Management of National Civil Servants' Training Abroad shall be formulated separately. Article 17 The Ministry of Personnel shall be responsible for the interpretation of these Provisions. Eighteenth the provisions shall come into force as of the date of promulgation.
