The National Professional Qualification Examination for Translators is entrusted by Ministry of Human Resources and Social Security and implemented and managed by China Foreign Languages Publishing Bureau.

In 2003, the Ministry of Personnel formulated and issued the Interim Provisions on the Examination of Translation Professional Qualification (Level) and the Implementation Measures for Level 2 and Level 3 of the Examination of Translation Professional Qualification (Level). In July, 2003, an English expert committee for the professional qualification (level) examination of translators was established, and the pilot examination of English interpretation and translation for Grade II and III was held for the first time in China from June 6 to 7, 2003. After many consultations, cooperation and careful organization, the task of this pilot examination was successfully completed.
