General rule

Article 1 In order to strengthen the construction of safety management personnel team of Engineering Bureau and improve the quality of safety management personnel team, this scheme is formulated according to the requirements of Implementation Measures for Project Safety Director System of Group Company (Provisional) and Implementation Rules for Project Safety Director Work of Engineering Bureau.

Article 2 The training plan for project safety officers aims to promote the construction of the team of project safety officers, and gradually establish a safety supervision and management team with good comprehensive quality, relatively independent authority, strong functions, clear rights and responsibilities and sufficient talents, and gradually form an effective safety production supervision system to realize intrinsic safety.

Chapter II Organization and Management

Article 3 The production units of the Engineering Bureau shall incorporate the training of project safety officers into the talent training plan, and the training of project safety officers is one of the important contents of talent work.

Article 4 The Human Resources Department and the Safety Supervision Department of the Engineering Bureau are responsible for the management, training, assessment, use and guidance of the project safety directors of each unit.

Article 5 According to the principle of "whoever is in charge of the project is responsible for the management of safety officers", the first person in charge of production safety in each production unit is responsible for the training of project safety officers in the unit, and the human resources departments at all levels are in charge of centralized management, while the safety supervision departments at all levels assist in education, training and management.

Article 6 The reserve safety officer of the project shall be recommended by the safety supervision departments of units at all levels at the beginning of each year. After the approval of the units, the human resources department and the safety supervision department shall assess and record the morality, ability, diligence, performance and physique.

Article 7 The Human Resources Department of the Engineering Bureau is responsible for establishing the talent pool of project safety directors, and doing a good job in assessment, training and management by classification and specialty. The talent pool of project safety director is initially planned to be 80 ~ 100, and it will reach 200 in three years, so as to adapt to the number of projects under construction by the Engineering Bureau and do a good job in the talent pool. Each production unit shall report the situation of the talent pool of the project safety director before March 3 1 every year.

Chapter III Training Requirements

Article 8 The training of project safety officers must adhere to the standards of morality, ability, diligence, performance and physique, and meet the following basic conditions:

1, loyal to their duties, love their jobs, adhere to principles, serious and responsible, with strong organizational and coordination skills;

2, with more than five years of work experience, at least in more than one (including one) project supervisor (or participate in) safety production management (or work directly related to safety production management), outstanding performance;

3. Master relevant safety technologies and have corresponding professional knowledge;

4. Be familiar with the safety production laws and regulations, the safety production management system of the group company and the unit, and have corresponding policies and knowledge levels;

5. Pass the safety production management training organized by the provincial and ministerial level (including the group company) and pass the examination, and hold the training certificate.

6. The reserve cadres who are listed as project safety leaders have been trained for more than one year and meet the cadre recruitment standards.

Article 9 A project reserve safety officer shall meet the following basic conditions:

1, loyal to the first hydropower station, serious and responsible, and love safety production management.

2 with the title of technician or technical secondary school education, working for three years, engaged in safety, technology or construction management for one year.

3. Meet the training conditions of reserve cadres of Engineering Bureau and secondary units.

Chapter IV Specific Implementation

Article 10 The deputy in charge of safety of the Engineering Bureau and its directly affiliated projects can be directly transferred as the project safety director if they meet the requirements of the project safety director of the Engineering Bureau; The person in charge of the directly affiliated project safety management department meets the requirements of the person in charge of project safety, and is appointed as the person in charge of project safety after passing the examination.

Article 11 The Engineering Bureau and all production units should solve the problem of project safety officer allocation through promotion, deployment and employment, and gradually implement the project safety officer system through recruitment or part-time work for the project department with difficulties in initial allocation.

Article 12 The Engineering Bureau organizes regular and irregular education and training for the project safety director and the reserve safety director every year. The training results are included in the assessment of the director.

Training time: no less than 40 class hours per year (specific training time, training methods, etc. Will be notified separately).

Training content: national safety laws and regulations, safety production management knowledge, safety production technology, safety production accident cases, etc.

Training mode: the combination of centralized training and decentralized training. Centralized training is not less than once a year, and training courses or on-site meetings can be held. Decentralized training is conducted by meeting or on-site guidance according to the region or construction project site. Each production unit can also conduct training by itself in other ways.

Learning style: the combination of attending classes and individual self-study. Units in a planned way to send relevant personnel to the college or higher authorities to participate in full-time and part-time study; Individuals have passed the continuing education, self-study examination and registered safety engineer examination organized by the state.

Chapter V Supplementary Provisions

Article 13 The right to interpret this plan belongs to the Human Resources Department and the Safety Supervision Department of the Engineering Bureau.

Article 14 This plan shall be implemented as of the date of issuance.
