It is illegal for a training institution to run a school without a license. Unlicensed training institutions will be investigated and dealt with by the administrative department of education, including warnings, fines, confiscation of illegal income, revocation of illegally held schools and other educational institutions, revocation of teachers' qualifications, order to stop enrolling students, and revocation of school licenses. Undocumented remedial classes violate the regulations that relevant state units or individuals must obtain relevant qualifications and business licenses before they can engage in market economic activities, thus forming an actual unlicensed operation. When running a school, education and training institutions need to apply for relevant education licenses before they can carry out education and training business, otherwise it is illegal to operate without a license.

A school license shall meet the following conditions:

1. Social organizations that run private schools shall have the status of legal persons;

2, the establishment of private schools should meet the needs of local education development, in line with the education law and other relevant laws and regulations;

3. Fill in the Application Form for Running a Private Education, submit this form and relevant materials required for running a school to the central school where the school is located, and get the certificate after passing the examination.

Legal basis: Article 64 of People's Republic of China (PRC) Private Education Promotion Law.

If a private school is established without authorization in violation of the relevant provisions of the state, the education administrative department of the local people's government at or above the county level or the administrative department of human resources and social security shall, jointly with the relevant departments of public security, civil affairs or market supervision and management at the same level, order it to stop running the school, refund the fees charged, and impose a fine of more than 5 times the illegal income of the sponsor/kloc-0; If it constitutes a violation of public security administration, it shall be punished by the public security organ according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
