Municipal people's governments, county (city, district) people's governments, provincial government departments, directly affiliated institutions, major enterprises, and institutions of higher learning: In order to further strengthen vocational training, comprehensively improve the employability of urban and rural workers, and promote the coordinated development of employment and economy, relevant issues are hereby notified as follows: 1. Governments at all levels should earnestly assume the important responsibilities of vocational training, and they should put vocational training on the important agenda. Incorporate it into the national economic and social development plan, pay equal attention to developing jobs and improving the employability of workers, develop general education and vocational education and training, strengthen the training of new workers and on-the-job workers, and strengthen the training of urban and rural workers. The specific target requirements are to enable laid-off workers with employment training needs to receive corresponding training and improve their employability; It will take about five years to basically realize the rotation training for employees on the job and gradually establish a lifelong training mechanism for enterprise employees. By the end of the Tenth Five-Year Plan, the proportion of senior workers in the total number of employees will increase from the current 5% to more than 8%, and the number of workers and technicians will increase by 1 times; Train about one million migrant workers every year. Governments at all levels should, according to their own reality, clearly define the objectives and tasks and conscientiously implement them. Establish a training leadership system with overall coordination and division of responsibilities. Labor and social security departments should actively work with education, economy and trade, agriculture, science and technology, finance and other departments to formulate specific measures to promote vocational training, study and solve problems in vocational training, and promote the development of vocational training. Second, coordinate all kinds of training and education resources to improve the overall efficiency of training. Governments at all levels should speed up the adjustment of educational structure and maintain the coordinated development of secondary vocational education and ordinary high schools. Vocational schools should be guided by national vocational standards and the needs of the labor market, with the goal of promoting employment and enhancing training functions. Continue to implement the "100 thousand" project of vocational education and improve the level of running schools. Governments at all levels should ensure that 20% of the additional urban education fees are used for the development of vocational schools. Accelerate the establishment of a number of large-scale and high-quality senior technical schools. During the "Tenth Five-Year Plan" period, the number of senior technical schools and technical colleges in the province should reach about 30, and each city should have at least 1 senior technical schools, and the peninsula should give priority to development. At the same time, we should actively establish a technician college. Since 2003, governments at all levels should arrange special funds every year according to their financial situation, improve the running conditions of technical schools, and support key majors and new majors. The funds for technical schools organized by the government should be gradually incorporated into the fiscal budget at the same level. We should also give key support to employment training centers with good training quality and large scale. Vigorously advocate and support social forces to set up vocational skills training institutions, and strive to develop more than 1000 private skills training institutions in the province by the end of the Tenth Five-Year Plan. Encourage Chinese-foreign cooperation in running schools and actively introduce foreign high-quality educational resources. Continue to run county and township cultural and technical schools and agricultural radio and television schools, and play an active role in rural labor force training. Third, actively explore the establishment of employment-oriented market training mechanism. In accordance with the principles of "open conditions, voluntary application, fair competition, rational distribution and merit-based identification", the qualification identification system of re-employment training institutions shall be established. Actively carry out entrepreneurship training for laid-off workers to achieve the multiplier effect of employment. Strive to develop re-employment training programs that meet the needs of community posts. Choose qualified cities and counties, and explore the establishment of a market training mechanism oriented to employment needs. We will establish a number of skills training and entrepreneurship projects by means of government purchasing training results and independently developing training, so as to realize the benign interaction between training and employment. Further strengthen the construction of the labor market and publish employment and training information on a regular basis. Labor and social security and financial departments at all levels should improve the methods of linking training subsidies with re-employment effects. Accelerate the implementation of the vocational qualification certificate system and employment access system. By the end of the "Tenth Five-Year Plan", all professional posts with employment access in all countries and provinces must be on the basis of professional qualification certificates issued by the state. Fourth, earnestly strengthen the training of employees in enterprises, further promote the standardization, institutionalization and marketization of enterprise training, and gradually form a team of enterprise employees with intermediate technicians as the main body and senior technicians, technicians and senior technicians as the backbone. Enterprises should take training as the term goal of operators, establish systems, make plans, and actively create learning organizations. Earnestly implement the Labor Law of People's Republic of China (PRC), incorporate employee training into labor contracts and collective contracts, and protect employees' right to receive training according to law. Enterprises can jointly run schools with technical schools and vocational schools through the implementation of joint-stock system or other forms, establish employee training bases, and form a new training mode combining pre-job training with on-the-job training. Enterprise training is difficult, the labor and social security departments and industry departments should give help. Encourage enterprises to establish a cascade training mode from junior workers, intermediate workers and senior workers to technicians and senior technicians, and establish and improve the incentive mechanism combining training, assessment, use and treatment. Senior workers should be widely used in technical posts of key backbone enterprises. Enterprises should fully extract employee education funds according to 65438+ 0.5% of the total wages of employees, and enterprises with high technical quality requirements, heavy training tasks and good economic benefits can be extracted according to 2.5% and included in the cost. If there is no training, it shall not be extracted and charged. Labor and social security, finance, auditing and taxation departments at all levels should strengthen supervision and urge enterprises to extract and use them in strict accordance with regulations. Five, do a good job in rural labor transfer training. Governments at all levels should make overall consideration of rural labor transfer training, economic development, investment attraction, urban and rural planning, project construction, etc. Overall planning, overall planning and simultaneous implementation. All urban construction land acquisition, project land acquisition and structural adjustment land should be considered as a whole, and the training and employment of landless rural labor force should be arranged. Implementation of the "green channel" training plan for rural labor transfer in the whole province: focusing on farmers in urban fringe areas and planning development zones and rural labor who work in cities, relying on various training institutions, establishing a transfer training mechanism integrating training, employment guidance and follow-up services, and referring to the re-employment training method, according to the number of trainees and employment rate, giving certain subsidies to institutions undertaking training tasks from employment promotion funds. The specific measures shall be formulated by the provincial labor and social security department in conjunction with the relevant departments such as finance. County-level labor and social security departments and township (street, community) labor and social security institutions shall implement specific organizational guidance for rural labor transfer training. Improve the rural science and technology education and training system at the provincial, city and county levels and the rural education and training network at the two levels, and strengthen the education of farmers' cultural science and technology knowledge. Earnestly implement the investment in rural labor training. When arranging the use of rural science and technology development funds, technology promotion funds and poverty alleviation funds, the county government should use a certain proportion for rural labor training; When arranging the investment in agricultural infrastructure construction, part of it should be used for the construction of various training institutions; In the implementation of the "Ten, Hundred and Thousand" project of vocational education, we should focus on supporting vocational education and training institutions that serve the training of rural labor force. For poor rural students attending technical schools, special funds will be allocated by the government to give appropriate subsidies. Continue to use radio, television, internet and other means to carry out remote training for farmers, and the financial and labor security departments at all levels should give support. Farmers who have received various forms of training can apply for vocational skill appraisal, and those who have passed the training will be issued with vocational qualification certificates by the labor and social security department as skills certificates for migrant workers. Six, to further strengthen the construction of skilled personnel skilled personnel is an important part of the talent team. It is necessary to vigorously publicize the important role and outstanding contribution of skilled personnel in national economic construction, so that skilled personnel can be widely respected by the society, and guide more urban and rural workers to participate in vocational training, improve their employment skills, and become talents based on their posts. Further improve the policy of supporting and encouraging the growth of skilled personnel. Actively promote the experience of some enterprises in setting up "chief employees" in key professional posts, key positions and key working procedures, award honorary titles such as "master of skills" to skilled talents with unique skills and outstanding performance and brand influence in various industries and occupations, and improve the selection and recognition system for senior skilled talents at provincial and municipal levels. Graduates of senior technical schools should be treated equally with college education in policy and should be treated equally in use; Technicians working in enterprises (national vocational qualification level 2) and senior technicians (national vocational qualification level 1) enjoy the relevant treatment of middle and senior titles respectively.
