Provisions on charging training fees (for Trial Implementation)

First, in order to promote various support for the education sector to run schools and further develop vocational and technical education, according to the spirit of the Central Committee's "Decision on the Reform of the Education System", it is specially stipulated that vocational middle schools and vocational high schools affiliated to the education sector of this Municipality charge training fees to the units that employ graduates.
Two, where directly from the municipal education department of vocational middle schools and vocational high schools to hire graduates of the unit, unless otherwise agreed with the school, should pay training fees to the school.
The training fee standard shall be agreed by both the school and the employer, and shall not exceed the charging standard for students in secondary specialized schools stipulated by the state (if special majors need to be exceeded, it shall be approved by the district and county education bureau where the school is located). For institutions, primary and secondary schools and other units that have difficulties in paying fees, they can be reduced or exempted.
Three, by the municipal education department of vocational middle schools and vocational high school classes received by graduates training fees, 50% to the district and county education departments, 50% to stay in school. The training fees charged by vocational middle schools and vocational high schools jointly organized by the education department of this Municipality and enterprises and institutions shall be kept in school unless otherwise agreed by both parties to the joint school.
Four, the training fees charged by the school, regardless of whether to pay or stay in school, must be used to improve the conditions of vocational and technical education, in order to improve the teaching level. Education departments and schools should establish separate accounts for training fees, which should be used for special purposes and strictly managed, and should not be used for other purposes.
Five, the provisions approved by the Municipal People's government, since 1 June, 9861day for trial implementation. The specific problems encountered in the trial are explained by the Municipal Education Bureau.
