The provisions of this notice apply to the offline discipline training fees of non-profit off-campus training institutions registered in our city according to law. The specific identification standards of discipline training institutions shall be implemented in accordance with the Notice of the General Office of the Ministry of Education on Further Defining the Scope of Discipline and Non-discipline of Off-campus Training in Compulsory Education, the National Curriculum Plan and Curriculum Standards for Primary and Secondary Schools and other documents.

Second, the benchmark cost and floating range

Off-campus training fees for offline disciplines are managed according to government guidance prices. The benchmark fees for compulsory education and senior high school training are: Xinxiang City 10 25 yuan/class hour/person-time, 10-35 20 yuan/class hour/person-time, 35 people 15 yuan/class hour/person-time. The benchmark fees for off-campus discipline training in counties are: 10, 22 yuan/class time, 10-35, 17 yuan/class time, 35, 12 yuan/class time. It can float up to 10% and float down without limit. The standard course duration is 45 minutes. If the actual duration is different, it will be converted in proportion. Training institutions can determine their own specific charging standards within the benchmark charging standards and floating range.

Third, standardize the charging behavior.

Training institutions should strictly implement the charging publicity system, publicize the training content, training duration, charging standards, teacher qualifications and other information to the public in advance through websites, school places, online registration, enrollment brochures, open media and other channels, and make it clear to the trainees before the training service, and consciously accept the supervision of relevant departments and society.

Training institutions should make full use of the "Off-campus Training Service Contract for Primary and Secondary School Students" uniformly formulated by the Ministry of Education and the General Administration of Market Supervision, strictly fulfill their contractual obligations, clarify the charging standards and refund methods, standardize their own charging behaviors, and strictly prohibit the use of unfair format clauses to infringe on the legitimate rights and interests of students, and may not charge any other fees other than training fees, such as teaching materials fees and materials fees.

The charging period of off-campus training should be consistent with the teaching arrangement, the charging period should not exceed 3 months, and the charging time should not be earlier than 1 month before the start of the new class; Fees charged by class hours shall not exceed 60 class hours, and the renewal fee shall not be earlier than the remaining 20 class hours. If charging by cycle and charging by class hours are carried out at the same time, only a shorter charging cycle can be selected, and it shall not be disguised for more than 3 months. A training institution shall open a special account for the custody of prepaid funds in accordance with the regulations, and all prepaid expenses shall enter the special account for training fees of the institution, and training fees shall not be charged from other accounts or non-accounts of the institution.

Fourth, strengthen the supervision of fees.

All training institutions shall submit information such as enrollment brochures, charging standards and teacher qualifications before the end of June each year, together with the income, costs, profits and related transactions of the previous year.

Policy implementation, etc. , respectively, submitted to the education department, development and reform department and market supervision department.

The Municipal Development and Reform Commission and the Municipal Education Bureau should establish and improve the dynamic evaluation and adjustment mechanism of charging standards, strengthen the tracking and monitoring of off-campus training of offline disciplines in our city, timely evaluate the implementation effect of charging policies, and timely adjust and improve charging standards and charging policies.

Market supervision departments, education departments and development and reform departments at all levels should continue to strengthen supervision, investigate and deal with fees that exceed the government-guided price according to law, and raise fees in disguised form by decomposing fees, repeating fees, expanding the scope of fees, and inflating the training time, such as false propaganda, price fraud and not clearly marking the price according to regulations. Typical cases with serious circumstances and bad nature will be publicly exposed.
