1. Pre-service training for civil servants is stipulated in the Civil Service Law and is a necessary process for civil servants to take up their posts;

2. Initial training is the training for newly hired civil servants. The training content mainly includes basic knowledge and skills such as political theory, administration according to law, civil servant law and civil servant code of conduct, and working methods of organs, focusing on improving the ability of newly recruited civil servants to adapt to the work of organs.

3. Civil servants have the right and obligation to receive training. Civil servant training is divided into initial training, on-the-job training, specialized business training and on-the-job training.
