There are two basic facts about the epidemic that deserve our reflection: First, when the epidemic broke out suddenly, all grass-roots parties were caught off guard, emergency medical supplies were insufficient, and the sense of crisis was weak; Second, after the outbreak of the epidemic, the group prevention and control system with grass-roots party branches as the fortress, grass-roots civil servants as the backbone, community grid as the framework and intelligent prevention and control as the means has played a huge role, fully demonstrating the organizational and institutional advantages. It can be seen that the focus of the national emergency system is at the grassroots level, and the main force is grassroots civil servants. Their public awareness, knowledge and governance ability even determine the overall situation of epidemic prevention and control.
First of all, the crisis exposed the weak grass-roots awareness, lack of knowledge and governance defects. Judging from the initial situation of the "COVID-19" epidemic, ordinary people can't buy masks, which reveals the shortage of primary medical and health supplies. Grass-roots governments often pay attention to the food, tents, quilts and other materials needed after natural disasters, and the medical materials reserves needed for public health events are basically blank. But common sense and memory tell us that masks are the most basic epidemic prevention materials in public health incidents. Popularizing public crisis knowledge and enhancing the awareness and ability of emergency material reserve are the urgent tasks of grass-roots public crisis management. The reserve of prevention and control expertise of grass-roots civil servants is almost zero, which greatly reduces the efficiency of epidemic investigation. When some local policemen came to carry out epidemic prevention publicity and education and screening, they became close contacts with the villagers who were diagnosed because of their weak awareness of protection and inadequate measures, which led to the isolation of the whole police station 10 police and town government cadres. After the closure of Wuhan, the reason why the investigation was ineffective and the duty was not fulfilled was largely due to the lack of epidemic prevention professional knowledge and psychological fear at the grassroots level. At the grassroots level, there are still problems such as ineffective plans and inadequate mechanisms. When the epidemic just broke out, many street and town governments informed all cadres to go to work to prevent the "epidemic", but when they arrived at the unit, they did not know what to do and how to do it. This shows that the unit leaders have not planned the division of work in advance, and there is no emergency plan at ordinary times. Even if there is a plan, it is a formalistic arrangement to deal with the inspection. Lack of awareness, knowledge and ability to cope with the crisis has led to the failure of the grassroots emergency mechanism. The theme of the National Day for Disaster Prevention and Mitigation in 2020 is "Improving the emergency response capacity at the grassroots level and building a people's defense line for disaster prevention, mitigation and relief". The state attaches great importance to the grass-roots units and regards improving their emergency response capability as the focus of disaster prevention and mitigation. The main battlefield for maintaining public health or safety is at the grassroots level. How to take action at the grassroots level? Grass-roots civil servants are the backbone of epidemic prevention and control and the first sheep in group prevention and control. They are cadres and the masses, and they are cadres among the masses. Their public crisis consciousness, knowledge and ability greatly radiate and influence the consciousness, knowledge and ability of grassroots people. Therefore, grass-roots civil servants should learn the knowledge of public crisis and strengthen their public crisis awareness and governance ability.
Second, the power of belief knowledge is the knowledge and experience gained by human beings in practice, and it is the crystallization of people's crisis consciousness and governance ability. In other words, knowledge itself contains crisis awareness and coping ability. By mastering the relevant knowledge of public crisis, people can spontaneously or consciously generate awareness of prevention and have the ability to cope without experiencing the crisis and paying the price. The epidemic situation shows us the power of knowledge, and also makes us realize that we must believe in the power of knowledge in the fight against epidemic and epidemic prevention. Generally speaking, there are three main types of knowledge to deal with public crises: first, common sense and memory, such as public health safety or the history of infectious diseases at all times and in all countries; Second, professional knowledge, such as infectious disease infection, epidemic, symptoms, treatment, epidemic prevention and other knowledge; The third is conscience, which is the professional ethics of grass-roots civil servants. This is the master switch for literacy. Without professional ethics, floating style and dereliction of duty, all knowledge will not work.
