Provisions of Inner Mongolia Autonomous Region on Continuing Education for Primary and Secondary School Teachers
Article 1 In order to improve the overall quality of primary and secondary school teachers, meet the needs of the reform and development of basic education, and comprehensively promote quality education, these Provisions are formulated in accordance with the Education Law of the People's Republic of China, the Teachers Law of People's Republic of China (PRC) and the actual situation of the autonomous region. Article 2 In-service primary and secondary school teachers who have obtained teacher qualifications within the administrative area of the autonomous region have the right and obligation to participate in continuing education.

The primary and secondary school teachers mentioned in these Provisions refer to teachers in kindergartens, special education institutions, ordinary primary and secondary schools, adult primary and secondary education institutions, vocational middle schools and other educational institutions. Article 3 The purpose of continuing education for primary and secondary school teachers is to improve teachers' ideological and political quality and professional quality. Fourth primary and secondary school teachers' continuing education should adhere to the principles of overall planning, classified guidance, teaching according to needs, combining learning with application, and paying attention to quality and efficiency. Article 5 The education administrative departments of the people's governments at or above the county level shall be in charge of the continuing education of primary and secondary school teachers within their respective administrative areas. Article 6 The main responsibilities of the education administrative department of the Autonomous Region People's Government in the continuing education of primary and secondary school teachers are:

(1) To be responsible for formulating supporting policies, management measures and plans for continuing education of primary and secondary school teachers in the autonomous region;

(two) to formulate the curriculum plan of continuing education for primary and secondary school teachers, and organize the compilation, examination and selection of teaching materials;

(three) to examine and approve the qualifications of continuing education and training institutions for primary and secondary school teachers;

(four) to organize the training of key teachers in primary and secondary schools and teachers in training institutions, and to establish and improve the training network for primary and secondary school teachers;

(five) to be responsible for the guidance, inspection and evaluation of the continuing education of primary and secondary school teachers in the whole region. Article 7 The administrative office of the Union, the municipal people's government divided into districts and the education administrative department of the people's government at the county level shall be responsible for the continuing education of primary and secondary school teachers within their respective administrative areas under the guidance of the education administrative department of the people's government of the autonomous region. Eighth primary and secondary school teachers' continuing education is divided into the following types:

(1) Training new teachers;

(2) On-the-job training for teachers;

(3) Training of key teachers;

(4) Continuing education with academic qualifications;

(5) Other types of training. Ninth primary and secondary school teachers' continuing education, every five years as a training cycle. In each training cycle, the training time for new teachers is not less than 120 class hours, and the cumulative training time for teachers is not less than 240 class hours.

Primary and secondary school teachers who participate in academic training can be exempted from participating in other forms of training with the same content in the same period. Tenth teacher training institutions at all levels and normal colleges are the main training bases for continuing education of primary and secondary school teachers. Comprehensive colleges, non-normal colleges and other educational institutions should actively participate in the continuing education of primary and secondary school teachers. Eleventh teacher training institutions at all levels should cooperate with primary and secondary schools, education and teaching research and audio-visual education institutions to do a good job in the continuing education of primary and secondary school teachers. Twelfth primary and secondary schools should arrange teachers to participate in continuing education in a planned way, and organize various forms of on-the-job training for teachers in schools.

Principals of primary and secondary schools are the first responsible person for teachers' continuing education. Thirteenth Union Administrative Office, the municipal people's government divided into districts and the people's government at the county level shall co-ordinate the management of the continuing education of primary and secondary school teachers within their respective administrative areas, and formulate policies and management measures that are compatible with these Provisions. Fourteenth primary and secondary school teachers' continuing education funds are mainly financial allocations, and the government, schools and teachers share the costs.

The funds for continuing education of primary and secondary school teachers shall be specially allocated in the education funds, allocated by the finance at the same level and managed by the education administrative department of the people's government at or above the county level, and shall not be withheld or misappropriated.

The education administrative departments of the people's governments at all levels shall, in accordance with the authority of fund management, arrange 0-2% of the total wages of primary and secondary school teachers from the annual education funds for the continuing education of primary and secondary school teachers; Urban education surcharge is not less than 15% for the continuing education of primary and secondary school teachers.

The education administrative departments of the people's governments at all levels shall arrange special funds for the training of key teachers. Fifteenth primary and secondary school teachers to participate in continuing education, enjoy the wages and benefits stipulated by the state during the study period, tuition and travel expenses paid or reimbursed according to the relevant provisions of the school. Sixteenth enterprises, institutions, social organizations and other social forces organized by the continuing education of primary and secondary school teachers, by the school and teachers * * *. Seventeenth education administrative departments of the people's governments at all levels shall strengthen the construction of continuing education and training bases for primary and secondary school teachers. Training institutions that fail to meet the standards set by the state and the autonomous region may not undertake the task of teacher training, while the training task of local primary and secondary school teachers may be undertaken by qualified training institutions in different places. Eighteenth education administrative departments of the people's governments at all levels shall, in accordance with the principle of combining full-time and part-time jobs, strengthen the construction of teachers in primary and secondary school teacher training institutions. Article 19 The education administrative departments of the people's governments at all levels should attach importance to the continuing education of primary and secondary school teachers in ethnic minorities and remote and poor areas, set up special funds for teacher training assistance in ethnic minorities and remote and poor areas, and give financial support to the compilation and publication of minority language teaching materials. Twentieth education administrative departments of the people's governments at all levels should do a good job in the scientific research of continuing education for primary and secondary school teachers, and gradually establish a regional scientific research network for continuing education for primary and secondary school teachers. Twenty-first people's governments at all levels should strengthen the supervision and evaluation of the continuing education of primary and secondary school teachers.
