Second, the scope and category of institutions that do not accept registration
Graduates from the following colleges and universities all refuse to register: graduates from non-ordinary colleges and universities such as Radio and TV University, Correspondence University, Staff University, Amateur University, Self-taught University and Higher Education Self-taught Examination; Graduates from vocational universities, vocational and technical colleges, private universities, independent colleges and adult colleges; Commissioned, self-funded and oriented graduates recruited by ordinary colleges and universities; Graduates trained by military academies for local areas; Graduates with overseas study experience; During the study in school, the graduates who failed the required courses and make-up exams accumulated more than 4 courses (including 4 courses) or 1 door; Graduates, dropouts, junior college students starting from technical secondary schools, undergraduate students starting from junior college, preparatory students, graduates without academic qualifications or above; Graduates who are considered to have been held back from school for more than half a year (except those who have been enlisted in the army), and graduates who have been punished for violation of discipline or other reasons during their school days.

● Receiving object
The recipient must be a full-time fresh graduate (graduated from June 2065438+2005) who has participated in the unified entrance examination of national colleges and universities (including postgraduate training units). Mainly in the national "98 1" and "2 1 1" engineering colleges directly under the Ministry of Education and the Ministry of Public Security, as well as the key universities affiliated to various provinces (autonomous regions and municipalities directly under the Central Government), taking into account graduates from other ordinary universities and public security colleges.
Graduates of adult education, vocational education and private education; Graduates trained by military academies for local areas; Commissioned training graduates recruited by ordinary colleges and universities; During the period of studying in school, the graduates who failed the compulsory courses and make-up exams accumulated more than 4 courses or 1 courses; Graduates who fail to repeat classes or have dropped out of school for more than half a year (excluding enlistment) will not be admitted.
● Urgently need professionalism.
At present, the specialties urgently needed by China Marine Police mainly include: navigation technology (ship driving/ship communication), ocean ship driving, ocean engineering technology (ocean management/ship electricity), ship inspection, computer science and technology, information engineering technology, foreign languages (Japanese, Vietnamese, Korean and Malay) and law (law of the sea, international law and international relations).
● Receiving conditions
Political conditions. Age condition. College students, undergraduates, master students and doctoral students should be under the age of 22, 24, 29 and 34 respectively (as of August 3 of graduation year1). The age of doctoral students and ethnic minority graduates in urgent need of work can be relaxed 1 year; The age of graduates who have served in active service can be relaxed by 2 years.
Physical condition. Meet the "China People's Liberation Army College Entrance Examination Standard" (the height of boys is not less than 162 cm, and the height of girls is not less than160 cm; Binocular * vision, graduates who plan to increase to command positions are not less than 4.6, and those who plan to increase to professional and technical positions are not less than 4.3).
Priority conditions. ● Receiving program
The recipient must pass the unified examination and evaluation of knowledge and ability. Its contents and procedures are as follows:
Personal registration. Qualification examination. Physical examination. The army or local hospital designated by the receiving unit shall organize the implementation, and the chief inspector shall be responsible for the implementation.
Physical fitness test. It mainly tests the physical quality and coordination ability of the recipients, as a basis for whether they can adapt to the work of the army. Test items: middle and long distance running (8 minutes and 30 seconds for boys and 800m meters for girls in 6 minutes), standing long jump (boys 1.7m, girls 1.6m), push-ups (more than 20 for boys per minute) and sit-ups (girls).
Psychological test. The software "Public Security Police Professional Psychological Ability Test" is used to test the personality, values, will quality and temperament of the subjects.
Sign the agreement. Applicants who meet the acceptance conditions and pass the inspection, assessment and comprehensive test shall be comprehensively calculated and selected by the receiving unit according to the acceptance plan, initialled the acceptance agreement, and filled in the Approval Report Form for Accepting Graduates in Ordinary Colleges and Universities.
● Pre-job training
Graduates of ordinary colleges and universities are arranged to receive 1 year pre-job training in relevant institutions of the marine police after being admitted to the army. The contents include: police training, on-the-job training and military training. These include:
The training for entering the police is not less than 6 months, which mainly includes enlistment education, political and ideological education, ideal and belief education, functional mission education, fine traditional education, rules and regulations discipline education, and basic military and political training.
The on-the-job training time is not less than 3 months, mainly focusing on grass-roots job adaptability training, emphasizing practical teaching and operation, and cultivating first-class ability.
The training time as a soldier is not less than 3 months, which mainly enables ordinary college graduates to deepen their perceptual knowledge of China Marine Police, familiarize themselves with grass-roots work, enhance their feelings with soldiers and improve their ability to lead troops.
● Grade treatment
After receiving qualified training, go through the enlistment formalities and report to the Political Department of the Ministry of Public Security for approval. The enlistment time is calculated from June 30th of the year of registration, and the appointment and dismissal order is issued by the unit with the right of appointment and dismissal. The treatment of ranks shall be implemented in accordance with the Implementation Measures for Printing and Distributing the Reform Plan of Army Wages issued by the General Staff Department, the General Political Department and the General Logistics Department of China People's Liberation Army (1993 No.4) and relevant regulations. At the same time, the recipients are treated equally with graduates who enter military colleges and universities at the same time in terms of initial evaluation of police rank, evaluation and appointment of professional and technical positions, identification of professional and technical grades and housing allocation, and their study time in ordinary colleges and universities is included in the housing subsidy period according to relevant regulations.
Encourage and support college student cadres who have joined the army for two years, performed well in reality and volunteered to work in the marine police for a long time to continue their studies. Those who have obtained a postgraduate degree before joining the army and retain the qualification for admission may arrange to resume their studies within the validity period of their qualifications.
All the graduates of ordinary colleges and universities accepted by China Marine Police are assigned to the first-line posts at the grass-roots level, and the actual working time in the first-line posts at the grass-roots level shall not be less than 2 years. Except for the needs of the military construction organization, individuals may not request to retire from active service within 5 years.
● Screening and elimination
According to the principle of merit-based admission, from signing the admission agreement to issuing job instructions, the graduates of ordinary colleges and universities are screened out.
Review, review and elimination. After graduation, the recipient shall report to the relevant units at the time stipulated in the acceptance agreement. The receiving unit shall review the academic degree, physical condition, archival materials and examination results. And return those who fail the examination to the original school.
Cancel the pre-job training. All training institutions comprehensively evaluate the trainees' actual performance, study and training, physical and psychological conditions during military and political training. Those who are not suitable for marine police work will be eliminated.
Eliminate in exercise. During the exercise, people who are unstable in thinking, have disciplinary actions and are not suitable for working in the marine police will be eliminated.
The elimination measures shall be implemented in accordance with the relevant provisions of the Measures for the Resettlement of Eliminated Students in Military Colleges and Universities.
● Liability for breach of contract
Before the first appointment order is issued, if I strongly demand to retire from active service without special reasons, the receiving unit shall recover the training fees and other related expenses, pay liquidated damages, cancel the enlistment procedures with the approval of the Political Department of the Ministry of Public Security, and return to the original graduate school.
Fourth, the workflow of receiving fresh college graduates into the police
