Individual civil servants shall participate in socialized training at their own expense, and shall not be reimbursed with financial funds or unit funds, and shall not be subsidized by any institution or others or in disguised form.

Article 1 In order to promote the scientific, institutionalized and standardized training of civil servants and build a high-quality civil servant team, these Provisions are formulated in accordance with the Civil Service Law, the Regulations on Cadre Education and Training (for Trial Implementation) and relevant laws and regulations.

Article 2 The training of civil servants shall be conducted according to the needs of economic and social development and the construction of civil servants, the requirements of job responsibilities and the characteristics of civil servants of different levels and categories.
