The party school is a public institution, and its main responsibility is to train leading cadres and young and middle-aged cadres. Party school is also a big system, which consists of central party school, provincial party school, municipal party school and county party school from top to bottom, but the relationship between them is not leadership, but business guidance. There are more than 3,000 party schools in China, among which there are more than 2,000 party schools at the county level. The number of municipal party schools, provincial party schools and central party schools is decreasing in turn.
Then there are training classes and academic system: classes are divided into advanced classes, training classes, theoretical seminars, special seminars and teacher training classes. These changes have little to do with the so-called "promotion", because according to the relevant regulations, party and government cadres should study in party schools, administrative colleges or other cadre training institutions within five years of serving. This is an organizational requirement, a mandatory provision, and has nothing to do with "promotion". For another example, after some newcomers and new party member enter the system, they may also take part in relevant training in Party schools, or conduct theoretical research or special seminars. This kind of training is "all-round" in nature, not to prepare for promotion.
