Article 1 These Measures are formulated in order to further strengthen the management of the catering service vocational skills training institutions of the Ministry of Internal Trade (hereinafter referred to as training institutions), improve the training level, train more and better technical and management talents, and meet the needs of the development of market economy and the increasing improvement of people's living standards. Article 2 The term "training institutions" as mentioned in these Measures refers to the centers and stations that are invested or approved by the Ministry of Internal Trade (including the former Ministry of Commerce) and have the words "Ministry of Internal Trade" in their names, and are engaged in professional skills training of catering services. Article 3 The purpose of running a training institution is to improve the national cooking skills and service skills, promote the development of China's catering service industry, implement the principle of "training, scientific research and management", and take training as the center and scientific research and management as training services; Based on this system, facing the whole society, we will carry out multi-level, multi-channel and multi-form training, gradually form a first-class training institution with its own characteristics, and play the role of talent training base and backbone. Article 4 The main tasks of training institutions are:

(a) to train middle and senior professional and technical managers with ideals, morality, skilled job skills and corresponding professional theoretical knowledge;

(2) Collect, explore and sort out the business varieties, service items and operation skills with traditional characteristics in the industry and the region, learn from foreign advanced technology and management experience, introduce new technologies, new varieties, new projects and new management methods suitable for China's national conditions, and compile them into books to guide the development of business services and the improvement of the modernization level of the industry;

(three) to operate the business related to the professional training of catering services. Article 5 Training institutions shall be under the dual leadership of the Ministry of Internal Trade and local administrative departments, with localities as the mainstay.

The main responsibilities of local authorities are: to be responsible for the staffing of training institutions; Appoint and remove cadres according to the prescribed authority; To lead and inspect the work of training institutions; Regularly inform the Ministry of important information about training institutions. Among them, the appointment and removal of the main person in charge and the transfer of key teachers should be reported to the Ministry for the record.

The catering service management department of the Ministry of Internal Trade exercises management power on behalf of the Ministry of Internal Trade. Its main responsibilities are: guiding the formulation of training business and development planning, and assisting in docking students from different places; Organize teaching exchange and textbook compilation, evaluate the quality of running a school, arrange scientific research tasks, and communicate training information; Other work that needs to be organized and coordinated by the Ministry. Article 6 Training institutions must abide by discipline and law. The legal responsibility for its education, training and business service activities shall be independently borne by the training institution according to law. Seventh training institutions should give priority to ensuring the completion of special training tasks assigned by the Ministry. While meeting the internal needs of the domestic trade system, we should pay attention to facing the society and carry out training according to the actual needs of industry development.

The annual teaching plan, teaching materials and charging standards of training institutions shall be submitted to the Ministry for approval. The number, time, grade, teachers and students of each training class can be decided by themselves according to the situation and reported to the Ministry for the record. If necessary, the Ministry of Education may issue a notice of enrollment. At the end of each training course, a written summary should be submitted to the Ministry. Article 8 Training institutions shall carry out necessary scientific research activities around the development of catering services. The planned scientific research projects shall be submitted to the Ministry for approval. Once approved, we must be serious and responsible, and grasp it to the end. Scientific researchers who have made achievements shall be given appropriate rewards according to their contributions to technological progress and operational efficiency.

Training institutions should constantly explore new training methods to ensure that training operations have certain benefits and can educate. The annual accounting of training turnover and profit shall be reported to the Ministry for the record. Article 9 Training institutions should actively participate in various activities organized by the Ministry, and report the annual work summary, information exchange materials and other materials that need to be reported on time (before 65438+ the following year1October 20th). Tenth training institutions to fully implement the payment of management fees. Each training institution shall pay the management fee of RMB 6,543,800 yuan to the Ministry every year, and pay it in full before June 654.38+February+May of that year. In addition to the management fee, the training institutions invested by the Ministry must strictly implement the agreement signed with the catering service management department of the Ministry, and pay the investment use fee in full before June 65438+February 65438+May every year. Article 11 The investment fees and management fees paid by training institutions are mainly used to improve and develop training institutions, organize teaching exchanges, build teaching materials and carry out related activities. Article 12 The Ministry of Education evaluates the teaching, scientific research and management of various training institutions every year. Units and individuals that meet the requirements for running a school and complete various tasks shall be rewarded by the Ministry; Informed criticism will be awarded to the unit that has not completed the task.

In any of the following circumstances, the Ministry has the right to cancel the qualification of its subordinate training institutions and recover the rights and interests at the same time:

(a) do not abide by these measures, deviate from the purpose of running a school, and refuse to correct;

(2) failing to complete teaching and scientific research tasks for two consecutive years without sufficient reasons;

(3) Failing to participate in various activities organized by the Ministry twice without reason;

(4) Failing to pay management fees and investment use fees as required. Article 13 These Measures shall be interpreted by the Catering Service Management Department of the Ministry of Internal Trade. Article 14 These Measures shall come into force as of the date of promulgation. The relevant provisions of the original release shall be abolished at the same time.
