In order to promote the development of social sports instructors, standardize the work of social sports instructors, and give full play to the role of social sports instructors in national fitness activities, these measures are formulated in accordance with the Sports Law of the People's Republic of China and the National Fitness Regulations.
Social sports instructors refer to those who provide voluntary fitness services for the public, such as imparting fitness skills, organizing fitness activities and publicizing scientific fitness knowledge. For the purpose of not collecting remuneration, and has obtained the title of technical grade.
The technical titles of social sports instructors are divided into three levels, two levels, one level and one level.

Measures for the administration of social sports instructors
Article 10 The State Sports General Administration shall formulate the technical level training plan for social sports instructors, organize the compilation of training materials and determine the training methods.
Local sports authorities at all levels and approved associations may, according to actual needs, organize the preparation of supplementary training materials and report them to the sports authorities at the next higher level for the record.
The national individual sports association, which is taught the skill standards of sports by social sports instructors, is responsible for compiling the skill training syllabus and skill training textbooks of the sports, formulating the skill standards of the sports, and reporting them to the State Sports General Administration for approval before implementation.
Fourteenth sports authorities at all levels or approved associations shall, in accordance with the technical grade standards of social sports instructors, approve and award the title of social sports instructors with corresponding grades:
(a) the county sports authorities approved the award of the title of technical grade of three-level social sports instructors;
(two) the technical grade title of the second-class social sports instructor awarded by the competent sports department at the prefecture (city) level or the approved provincial association;
(three) the provincial sports authorities or approved by the national association awarded the title of technical grade of a social sports instructor;
(four) the State Sports General Administration approved the award of the national social sports instructor technical grade title.
