The responsibilities, organization and establishment of Huizhou Human Resources and Social Security Bureau are as follows:

First, the Municipal Human Resources and Social Security Bureau handed over the responsibility of officer placement to the Municipal Veterans Affairs Bureau.

Second, the Municipal Human Resources and Social Security Bureau assigned the responsibilities of basic medical insurance and maternity insurance for urban workers and urban and rural residents to the Municipal Medical Security Bureau.

Third, the responsibilities related to the management of civil servants of the Municipal Human Resources and Social Security Bureau (including organizing the implementation of civil servants' salary and welfare policies, unified examination of civil servants' salaries, and training and assessment of civil servants) were assigned to the Organization Department of the Municipal Party Committee.

Four, the municipal human resources and Social Security Bureau of foreign experts management responsibilities transferred to the Municipal Science and Technology Bureau.
