CET-4 basically can't prove the German level, and the Germans won't admit it anyway. The thinking of China people in writing questions is different from that of Germans, and the content of investigation is also different.
There are four items in the Telford exam, namely reading (LV), listening (HV), writing (SA) and speaking (MA). Each item has a perfect score of 5 points, 3 points pass, and no points are given below 3 points. According to the general requirements of Germany for foreign graduate students and some undergraduates, you need to get the total score of 16. But many universities actually require a minimum of 4 points in each item (5, 3, 5, 5 is not as good as 4, 4, 4, 4). China students' strong point is reading, but it is not easy to get a 5. In China, writing is barely a strength (not if you take the German exam), and listening is a weakness. It is not easy to score less than 3 points in spoken English, nor is it easy to score 5 points. It is not difficult to get 5 points for writing in China, but many people who are too good at German often get 3 points instead of 5 points.
Did you learn German by yourself, or did you go to a second foreign language school, or did you find training outside? If you learn a second foreign language, you may pass CET-4, and there is still a big gap between you and TEM4.
Personally, if you don't want to study in Germany, but just want to prove your moral character and level, it is much better to take the language proficiency test at Goethe Institute than the Calderov test. Telford's listening is indeed a variable, unless your listening is very good (for example, you can understand 60% or more every day when you go to DRadio, and take notes about 10%).
