First, the selection principle
Adhere to both ability and political integrity, put morality first, adhere to openness, equality, competition and merit selection, adhere to the ability and quality to adapt to job requirements, and adhere to the principle of combining examination with investigation.
Second, the selection of posts, conditions and scope
1, job selection and selection conditions. For specific positions and selection conditions, please refer to the Table of Selecting County-level Institutions Staff in Jishui County in 2022 (attachment 1, hereinafter referred to as the Table of Posts).
2. Select the range. Demobilized soldiers' posts: Demobilized as non-commissioned officers in 2020 or before (or served in Tibet for 8 years) and resettled in various towns and institutions in the county, with full funding for the official staffing. Other positions: the county has more than 2 years of working experience in institutions affiliated to township governments, and is fully funded and officially staffed.
Third, the qualifications for admission
The applicant shall meet the following conditions:
1. Be law-abiding and have good conduct;
2. Those who have passed the annual assessment in the past two years or above shall be deemed as those who have passed the annual assessment during the probation period;
3. Have the physical conditions to perform their duties normally;
4. Other qualifications that meet the requirements of the selected position;
5. Meet other conditions stipulated by laws, regulations and relevant policies.
The deadline for calculating the age and work experience in the qualification conditions is September 30, 2022. In any of the following circumstances, it is not applicable:
1. Suspected of violating discipline and law, being examined by relevant specialized agencies, and no conclusion has been reached;
2. The punishment period or the affected period;
3. Being expelled from the Party;
4. Working in a directional unit without full service life;
5. Being listed as the joint disciplinary object of dishonesty according to law;
6 by the provincial, city and county personnel examination center as a serious violation of discipline and shall not apply for personnel within the time limit;
7. There are other circumstances where laws, regulations and policies stipulate that it is not allowed to be selected as a staff member of a public institution.
In addition, applicants are not allowed to apply for the post that constitutes avoidance relationship after being transferred (see the Notice of Ministry of Human Resources and Social Security of the Central Organization Department on Printing and Distributing the Regulations on Avoidance of Personnel Management in Institutions for details).
Fourth, the selection process
The selection work shall be carried out according to the steps of issuing selection announcement, registration, examination, inspection, publicity and mobilization.
(1) Announcement
In 2005, Jishui County Government Network (www.jishui.gov.cn) issued a public selection announcement.
(2) Registration
1. Registration method. Registration is conducted by on-site registration. Applicants do not need to pay registration fees and examination fees. Each person is limited to one post.
2. Registration time: 8 -9 October, 2022 (8: 30 am-12: 00 pm, 2: 30 pm-5: 00 pm).
3. Registration place: the first floor of the County People's Social Security Bureau.
4. Application materials. My ID card, the original and photocopy of graduation certificate, other relevant certificates and supporting materials required by the post, two recent bareheaded 1 inch color photos, and the Registration Form for Selecting and Transferring Staff of County-level Institutions in Jishui County (Annex 2).
5. Qualification examination. The qualification examination mainly examines whether the applicants meet the qualifications of the positions to be applied for. Qualification examination runs through the whole process of open selection. Anyone who is found to be fraudulent or unqualified will be disqualified.
6. the proportion of exams. The ratio of the number of applicants to the number of candidates should reach 2: 1. For positions that fail to reach the proportion of the examination, the selection plan for the position shall be reduced or cancelled accordingly. Candidates whose positions have been cancelled because they can't reach the proportion of the examination, re-select positions that have reached the proportion of the examination and meet the conditions for the examination, and make on-the-spot changes.
7. Get the admission ticket. Place to receive the admission ticket: Room 805, 8th floor, County People's Social Security Bureau. The time for collecting the admission ticket will be announced separately.
(3) Examination
This exam consists of two parts: written test and interview. The total score of written test and interview 100, accounting for 50% and 50% respectively.
1. written test
The written test is a subject. The content of the written test mainly tests the comprehensive qualities of candidates, such as their policy and theoretical level, their ability to analyze and solve practical problems, and their ability to express words. interview
(1) Determination of interviewers. According to the written test scores of candidates from high to low, the interviewer is determined according to the ratio of 2: 1. In case the last place has the same score, it will be merged into the interview.
(2) The interview is conducted in a structured way.
(3) See the announcement on the website of Jishui County Government for the list of interviewers. The interview time and place will be announced separately.
(4) Investigation
1. According to the total test score, determine the number of transferred positions from high score to low score. If the total score of the exam is the same, the examiner shall be determined according to the interview results.
2. When there is no substitute and the interview is absent. As a result, the actual number of people participating in the interview is less than or equal to the selection plan, and candidates must achieve an interview score of 70 points before entering the investigation.
3. For the post of demobilized military personnel, according to the total test scores from high to low, the inspectors are selected according to the unit where they apply for the post, and then they are inspected.
4. Investigation: The transferring unit (competent department) is responsible for the investigation, mainly to conduct a comprehensive investigation on morality, ability, diligence, performance, honesty, law, business performance and adaptability of the transferred post.
(5) Publicity and mobilization
After investigation, the candidates to be selected will be publicized on the website of Jishui County Government for seven days. After the expiration of the publicity period, if there is no problem or the problems reflected do not affect the selection, go through the formal transfer procedures; If the problem is serious and no evidence can be found, the qualification for selection will be cancelled.
