The focus of the crop seed project is to strengthen and improve the five major projects, such as the protection of major agricultural germplasm resources, the breeding area of improved varieties of crops such as rice, wheat, cotton and oil, the experimental station of comprehensive crop variety area, the exhibition center of new crop varieties, and the disaster relief seed storage field. "Planning" highlights the areas and contents of strengthening the supervision and service role of agricultural administrative departments, focusing on strengthening the construction of high-quality provenance guarantee system for superior planting in various agricultural areas, and giving priority to supporting the construction of public welfare service capacity of seed industry. The planning insists on paying equal attention to both new construction and reconstruction, synchronizing renewal and upgrading, realizing optimal allocation of resources and giving full play to the maximum benefit of government investment.

Through the implementation of the plan, the production and supply capacity of improved crop varieties, the innovative application capacity of new varieties and the ability of disaster preparedness have been significantly improved, and the socialized service and management capacity of seed industry have been further strengthened, which has provided strong support and guarantee for the development of modern agriculture.

Chapter II Analysis of the Present Situation

I. Basic status quo

Since the Ninth Five-Year Plan, the province has invested in the construction of 30 provincial breeding bases (seed farms), 4 national seed farms/kloc-0, 4 national regional test stations, 4 provincial seed quality testing centers/kloc-0, 4 municipal testing sub-centers, 2 national disaster relief (low temperature) seed banks, and about 56,000 varieties of crop resources. The annual output of main crop seeds in the province is about 300 million kilograms, among which more than one new conventional rice variety 10 is bred and approved every year, and the seeds produced are about 1 100 million kilograms, which basically meets the large-scale production of crops in the province. More than 60 groups of regional trials and production trials of rice, wheat, barley, corn, cotton, soybean, rape, sweet potato, watermelon and pepper have been carried out all the year round, with about 500 new varieties and more than 400 test sites; Undertake more than 20 national demonstration tasks of new crop varieties such as rice, wheat, cotton, corn and rape, organize provincial demonstrations of new crop varieties, and display about 80 new crop varieties every year; In recent years, Hainan Nanfan Base has added and expanded more than 54,000 small-grain materials of main crops every year, and more than 5,000 samples for identifying the purity of hybrid seeds.

The average annual coverage rate of improved varieties in the province is over 85%, and the share of improved varieties in agricultural production is over 40%. The breeding, propagation and application of improved varieties provide strong support and guarantee for the adjustment of agricultural structure and the development of advantageous agricultural products industry in our province.

Second, the existing problems

Our province is a big province of seed production, use and sales in China. The popularization and application of improved varieties have played an important role in increasing agricultural efficiency and farmers' income, and achieved remarkable results. However, it should also be noted that compared with the requirements of developing modern agriculture, there are still outstanding problems in the public welfare service capacity of seed industry in our province, such as lagging construction, weak function and low efficiency. It is embodied in four aspects.

1, the foundation of variety regional test system is weak. With the popularization of agriculture and the reform of scientific research system, most county-level agricultural research institutes have been changed into agricultural experimental stations or cancelled, and the original seed farms have been reformed one after another, and many experiments have been undertaken by breeding units. On the one hand, it increases the burden of breeding units, on the other hand, it also forms the problem of who will test varieties, which affects the fairness of test results. The existing non-breeding test units have low test field standards and lack or obsolete supporting facilities, which directly affect the normal test of new varieties.

2. The construction of demonstration bases for new crop varieties needs to be strengthened. Demonstration of new varieties is an important content of variety management and a continuation of regional test and approval of varieties. However, it is difficult to effectively carry out publicity activities such as investigation and observation of new varieties and give full play to the promotion role of new varieties because most of the exhibition and demonstration organizers are scattered and unstable, with insufficient capital investment and imperfect infrastructure, and the exhibition and demonstration work is not representative and has a wide radiation area. At present, it is urgent to select a number of relatively fixed, representative and basic demonstration bases, increase investment in construction funds, and promote the demonstration of new varieties in depth.

3. The breeding level and ability of improved varieties need to be improved. The small and scattered seed production bases can not give full play to the scale advantages, which is not conducive to the formation of superior varieties, hinders the promotion of superior varieties, and directly affects the industrialization development speed of superior agricultural products in our province. There is no fixed production land in Nanfan Nanjian base, and the farmland infrastructure and production test conditions are seriously lagging behind, which is far from meeting the increasingly heavy task needs of Nanfan Nanjian.

4. Poor emergency response capability for disaster prevention and relief. Agricultural production in our province has been affected by 40 million mu all the year round, and the affected area is about 20 million mu. About 2.5 million mu of farmland needs to be replanted due to the disaster, and the source of disaster relief is about 6.5438+million Jin. At present, the provincial seed reserve for disaster relief and preparedness in our province is only 6.5438+00,000 kg, which is only 654.38+00% of the demand for disaster relief seeds in normal years. Third, the necessity of crop seed engineering construction

Improved varieties play a fundamental and leading role in the development of agricultural production. Accelerating the construction of improved seed system in our province is the need of promoting agriculture through science and technology, adjusting agricultural structure, building agricultural product quality and improving agricultural comprehensive production capacity. When agriculture enters a new stage, seeds still play a vital role in agricultural development, so we must give priority to the development of seed industry and accelerate the development of seed industry.

1, the need of modern agricultural development. Improved varieties are the most active production factors to promote agricultural development and the most important scientific and technological carrier of agriculture. By popularizing new varieties and technologies, the agricultural products produced can not only achieve high quality, high yield and high efficiency, but also improve market competitiveness and market share. 3, the agricultural sector to fulfill the needs of public welfare services. Germplasm resources protection, crop variety regional test and new variety display, seed quality supervision and management, crop seed breeding and disaster relief seed reserve are important functions of agricultural administrative departments. At present, the function and ability of the administrative service system of seed industry in our province are not suitable for the development of modern seed industry. Through the construction of seed engineering, integrating resources, perfecting and enriching the existing public welfare service system can create a good environment for the development of seed industry and provide strong support and guarantee for agricultural efficiency and farmers' income increase.

Chapter III Construction Objectives and Principles

Promoting the construction of improved seed system with modern agricultural concept has always focused on the overall goal of agricultural structure adjustment and farmers' income increase. According to the actual situation in Jiangsu Province and the characteristics of seed industry development, five basic projects, such as germplasm resources protection, regional crop variety test and new variety display, seed quality supervision and management, improved crop variety breeding and disaster relief seed reserve, will be focused on. Reconstruction and expansion of the original infrastructure conditions, enhance the production and supply capacity of improved varieties, meet the market demand inside and outside the province, and lay a solid foundation for expanding and strengthening the seed industry in our province and ensuring the safety of agricultural use.

4. The principle of government leading and local support. Establish the concept of cultivating and expanding market players. Under the premise of following the market mechanism, the project construction funds are mainly invested by the government, supplemented by local facilities, forming a benign investment mechanism.

Third, the construction goal

Based on the long-term goal of protecting and improving the comprehensive grain production capacity, taking into account the current demand for increasing grain output as soon as possible, relying on scientific and technological progress to achieve simultaneous improvement of yield and total output, and enrich product diversification. In accordance with the idea of overall planning, laying a solid foundation, highlighting key points and implementing step by step, efforts will be made to improve and perfect the existing basic conditions, enhance the research and development ability of new varieties of major crops, and form a system of improved variety breeding, display, demonstration and popularization consisting of "new variety breeding-scientific and technological innovation-expansion and popularization-supervision and testing-comprehensive technical support".

By 20 10, we will basically establish a system of improved varieties for planting to support and guarantee the development of seed industry in our province. The specific objectives are:

-Construction of improved seed breeding areas for rice, wheat, cotton, oilseeds and other crops (provincial southern breeding centers). On the basis of innovative development of germplasm resources, a regional original seed (original seed) breeding area is established with crops as the unit, which is composed of "new variety breeding-three fields-identification of southern breeding generation-technical innovation and matching", and the original seed (original seed) produced can meet the demand of original improved varieties in the province.

-building a repository of crop germplasm resources. Through the construction of modern germplasm resources protection bank, DNA preservation bank, germplasm resources breeding area and introduction isolation area, a number of new germplasm resources will be introduced, developed and innovatively utilized, and new breakthroughs will be made in high-quality, special-purpose, multi-resistant crop breeding, transgenic technology application, characteristic crop variety breeding and so on.

-Building a comprehensive regional test station for major crop varieties. According to the requirements of "unified planning, regional layout, scientific experiment and comprehensive evaluation", 14 variety comprehensive regional test stations were selected and built in six agricultural areas of the province, forming a reasonable regional layout, which can undertake the regional test tasks of eight major crops of rice, wheat, cotton oil and vegetables assigned by the state and the province.

-Building a new crop variety exhibition center. On the basis of examination and approval in accordance with the law, through the demonstration and demonstration of new varieties, in accordance with the goal of "one main and two auxiliary" at the county level and "one product in one township (town)" at the township level, we will promote the release of regional new varieties and promote a number of new varieties with high quality, high yield and high (multi) resistance according to local conditions.

-Building a seed bank for disaster relief and preparedness. In view of the fact that agricultural production in our province is affected by natural disasters all the year round and needs to be replanted after the disaster, we will increase investment, rebuild and expand the existing seed banks for disaster relief and preparedness in different regions, increase the number of seed reserves every year, basically meet the needs of replanting agriculture after the disaster in our province and reduce disaster losses.

Field engineering: Farmland soil fertility improvement, construction of field tractor-ploughing road 1 .200m, cement ridge of 5,000m, branch canal of 2,000m, steel wire fence of 4,000m, irrigation station 1 seat, crossing culvert1seat and power supporting facilities.

Civil works: 1 800m2 scientific research office building, 200m2 net house, 200m2 warehouse, 200m2 agricultural machinery and seed warehouse, 200m2 cement threshing floor, courtyard greening, etc.

Agricultural machinery: two tractors, air screen cleaner 1, combine harvester 1, two hand-held rice transplanters, agricultural transport vehicle 1 and van are purchased respectively.

Instruments and equipment: buy 3 stereo microscopes and 2 electronic balances, which are 0.0 1g and 0.00 1g, 1 electric grain counter, 1 electric blast drying oven, 1 sample separator and 1 intelligent seed germination oven.

Others: 2 sets of telephones, faxes, computers and peripherals.

After the completion of the project, it can meet the needs of more than 50,000 small materials of main crops and more than 5,000 seed purity samples of breeding and scientific research units in the province, and has a certain number of parents' seeds of rice, corn, cotton and other crops.

2, the original original (original) breeding area construction project

Each original seed (original) breeding area will be built with an original seed breeding farm of 100 mu and an original seed breeding farm of 400 mu.

Civil works: there are 1 inspection room, storage room, seed inspection room, low-temperature and normal-temperature seed warehouse and processing workshop, with a building area of 300m2, clean room of 200m2 and cement threshing floor of 200m2.

Field engineering: build high-standard three-way farmland, level field roads, and build irrigation and drainage systems (wells, canals, pumps, etc.). ), fence and other site infrastructure construction.

After the completion of the project, each breeding area can breed 25,000 kilograms of original seeds and 200,000 kilograms of original seeds, which can meet the needs of 200,000 mu of main crop breeding fields after further breeding.

(two) the construction project of agricultural germplasm resources protection library

1, Agricultural Germplasm Resources (Gene Bank) Construction Project

Construction of crop germplasm resources (genes) bank, with the main area of square meters, including medium and long-term ultra-low temperature storage bank area of 100 square meters, short-term ultra-low temperature storage bank area of 250 square meters, auxiliary facilities workshop area of 100 square meters, and cement site area of 200 square meters. Civil engineering: it mainly includes 350m2 low-temperature storage room, 100m2 operation room, office, living room for personnel on duty, 200m2 cement yard, fence, water supply and drainage system, power distribution room, double circuit and other supporting facilities.

Instruments and equipment: refrigeration instruments and equipment, dehumidification equipment and modern control and management equipment.

Daily office equipment: 4 computers, 5 telephones, 1 fax machine.

After the project is completed, it has the ability to save 654.38+10,000 copies of various crop variety resources.

2, germplasm resources breeding area construction projects

Each germplasm resources breeding reserve will transform farmland 100 mu, and build a warehouse and operation room of 200 square meters. The main construction contents are as follows:

Field works: including leveling 100 mu of farmland, building isolation facilities, cement roads and canals, sprinkler irrigation net houses, etc.

Civil work: build appraisal storeroom, seed storeroom, office and living room, agricultural machinery warehouse, pump room ***200m2, cement threshing floor 1000m2.

Agricultural machinery and equipment: purchase 1 rotary tiller, 1 seeder, 1 harvester, 1 transplanter, 1 residential thresher, 1 medium water pump, 1 agricultural transport vehicle.

Instruments and equipment: including 1 computer and peripheral equipment, 1 identification and test equipment, fax machine, weighing equipment and digital camera.

Other tools: including common farm tools, sun storage tools, calculators and office equipment related to exams.

After the project is completed, each isolated breeding reserve can breed and update 500- 1000 resources every year.

3, the introduction of isolation zone construction projects

Each imported isolation zone has 30 mu of farmland, surrounded by walls, and 200 square meters of new warehouses and operation rooms. The main content of the construction is the breeding area of homologous resources, and microscopes, three-dimensional dissectors and a series of instruments and equipment for detecting pests and diseases have been added.

After the project is completed, it can meet the quarantine needs of seed (seedling) enterprises in our province and provide safety guarantee for the use of imported provenances in production.

(3) Construction project of experimental station in comprehensive area of crop varieties

Construction of 100 mu high standard experimental field and related supporting facilities in experimental stations in various districts. The main construction contents are as follows:

Field engineering: farmland 100 mu, isolation net 2200 square meters, field cement road 4000 square meters, irrigation canal 1500 meters, drainage canal 1000 meters, sprinkler irrigation facilities 5 mu, and plastic shed connected 4 mu.

Civil works: 100 m2 seed test storage room, 150 m2 storage room, 20 m2 pump room, 1000 m2 cement threshing floor, 200 m2 office, data analysis and temporary living room, 100 m2 agricultural machinery warehouse.

Agricultural machinery and equipment: medium tractor 1 set, small tractor 1 set, 2 small harvesters, 2 residential threshers, 2 small transplanters, 2 small thickeners, 2 small cotton gin 1 set, 2 medium water pumps, and agricultural transport vehicles 1 set.

Agricultural machinery: agricultural machinery: 1 harvester, 1 Dongfeng 50 tractor and supporting agricultural machinery, 2 walking tractors and supporting agricultural machinery, 2 walking transplanters, 3 plant protection foggers and 2 small variety threshing machinery.

After the completion of the project, each exhibition area can display more than 100 new varieties of main crops such as rice, wheat, cotton, corn and rape every year, and demonstrate 5 new varieties in a large area, and carry out experiments and assembly demonstrations of high-yield and high-quality cultivation techniques, timely pest control techniques and reasonable fertilization techniques 1-2 supporting production techniques.

Yancheng and Xuzhou respectively rebuilt and expanded 1 disaster relief seed bank. Mechanical equipment: including 4 refrigeration and dehumidification equipment, 2 refrigeration units, 2 conveyors, 4 forklifts, electric control equipment and disinfection equipment. After the project is completed, 2 million kilograms of seeds can be reserved.

2. Increase investment and policy support for the improved crop variety system. According to the national industrial development policy, closely combined with the seed project, the national high-quality grain industry project, the three major agricultural projects and the implementation of the national and provincial seed subsidy policies, we will increase investment in the construction of seed production bases, support the development of new varieties and the popularization and application of improved varieties, and guide scientific research and breeding units to work closely with seed enterprises. Formulate supporting regulations and measures for the construction of improved crop seed system, stabilize the investment mechanism, broaden the investment channels, and ensure the investment of industrial system construction funds. At the same time, it is necessary to increase policy support for key areas, key crops and key enterprises, guide the market and social capital to gather in advantageous project areas, and give full play to the demonstration and driving role of various projects.

3. Strengthen the standardized management of engineering projects. Under the unified guidance of the project construction leading group, strictly implement the construction procedures, perform the examination and approval procedures in accordance with the relevant provisions of the state and the province, establish a project decision-making consultation and evaluation system, standardize the examination and approval procedures, and ensure the quality of preliminary work. Improve the project construction management system, strictly implement the project legal person responsibility system, bidding system, project supervision system, contract management and completion acceptance system, so that the project construction will embark on the institutionalized management track. Bidding activities should be carried out in strict accordance with the relevant provisions of the state, and the principles of fairness, openness, justice, merit-based and good faith should be embodied to the maximum extent.
