The purpose of this regulation is to reduce the disputes over refund caused by prepaid business model, and also to force training institutions to improve training quality and attract students to renew their fees. However, there are still training institutions that play a marginal role in illegal charges, such as signing four contracts for one year's fees, and some parents of students cooperate with the training institutions to operate illegally under the temptation of discounts provided by the training institutions.

It is clearly mentioned in the text of the model contract that "Party A has the right to collect training fees according to relevant national policies, regulations and contractual stipulations. After receiving the training fee, Party A shall issue an official invoice to Party B in time, clearly informing parents of the national regulations and requiring training institutions to strictly implement them.
