Legal basis: Article 5 of the Opinions of the General Office of the State Council on Standardizing the Development of Off-campus Training Institutions ensures that the licenses are complete. Off-campus training institutions must obtain a school license after examination and approval, and obtain a business license (or a certificate of legal person of a public institution or a registration certificate of a private non-enterprise unit, the same below) before they can carry out training. If the school license and business license have been obtained, if they do not meet the set standards, they should be rectified according to the standards.
