The Interim Measures for the Management of Kindergarten Fees in Jiangsu Province (Su Jiaocai [2005]105) requires "classified and graded fees", and puts forward a new government-guided price for the standard of nursery education fees in public kindergartens in the city according to the kindergarten level and different situations. (1) For day-care kindergartens, the specific standards for the average monthly nursing education fee are: provincial demonstration park 460 yuan, municipal demonstration park 4 00 yuan, high-quality park 300 yuan, standard park 200 yuan, and general park 160 yuan. Taking into account the actual differences between kindergartens at the same level in terms of school conditions, students, operating costs, etc., the Notice stipulates that all kinds of kindergartens can float according to the actual cost of running the park, but the maximum floating range shall not exceed 20%, and must be approved by the competent price department at the same level. (2) Full-time kindergartens can be appropriately increased on the standard of day care classes. For full-time stay-in, the monthly increase per student shall not exceed 150 yuan on the basis of day care; Full-time nurseries that don't stay overnight (provide three meals), and the fare increase shall not exceed that of 40 yuan. (three) kindergartens hold nursery classes to provide educational services for infants under the age of 3, and each student can charge no more than 30 yuan per month. (4) During the winter and summer vacations, if parents need to provide child care services, the charging standard will be higher than usual, but the maximum will not exceed 20%.

The Notice stipulates that the charging standard of nursing education in private kindergartens must be determined by kindergartens according to the principle of non-profit and the cost of running the park, and reported to the education, price and finance departments in their respective districts for filing and publicity. After the charging standards of private kindergartens are put on record, the charging standards shall remain relatively stable and shall not be changed at will. If changes are needed, they must be re-filed and publicized in the following year before implementation.
