Regulations of Taiyuan Municipality on the Administration of Preschool Education
Chapter I General Provisions Article 1 In order to promote and guarantee the development of preschool education and improve the quality of preschool education, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 All units and individuals engaged in preschool education activities within the administrative area of this Municipality shall abide by these regulations. Article 3 Preschool education as mentioned in these Regulations refers to the education of preschool children aged 0-6.

This Municipality advocates and supports the early education of infants under 3 years old, and attaches importance to and supports the education of preschool children with disabilities. Article 4 Preschool education shall follow the principle of combining conservation with education, and provide preschool children with comprehensive education in physical, intellectual, moral and aesthetic aspects, so as to promote their harmonious physical and mental development. Article 5 The development of preschool education is the common responsibility of the government, society, families and preschool education institutions.

The pre-school education institutions in this city are organized by the government as the model and organized by social forces as the main body, with various forms and facing all pre-school children. Article 6 People's governments at all levels shall, according to the social and economic development of their respective administrative regions, formulate plans for preschool education and actively develop preschool education. Article 7 The education administrative departments of the people's governments of cities and counties (cities, districts) shall be in charge of preschool education within their respective administrative areas. The relevant government departments shall, in accordance with their respective responsibilities, cooperate in pre-school education. Chapter II Institutions and Facilities Article 8 Preschool education institutions mentioned in these Regulations refer to kindergartens, nurseries, early education centers and other institutions that provide care and education for preschool children. Ninth pre-school education institutions shall meet the following conditions:

(1) Having an organizational structure and articles of association;

(2) Having a fixed place and supporting facilities;

(3) Having corresponding assets and liquidity;

(four) there are teachers who meet the requirements of the state. Article 10 The fixed place and supporting facilities referred to in Item (2) of Article 9 shall meet the following requirements:

(a) the school site is safe, the environment is suitable, and the lighting and ventilation conditions are good;

(2) There are activity rooms, dormitories, bathrooms, washrooms, sanitary rooms, office buildings and kitchens that meet the standards for the construction of pre-school education facilities. Conditional to have a separate music room, game room, sports room and parents reception room;

(three) heating, refrigeration, water supply and other facilities and equipment;

(4) Having necessary safety facilities;

(five) boarding preschool education institutions should have isolation rooms, bathrooms, laundry rooms and staff duty rooms;

(six) nurseries and early education centers should have nursing rooms;

(seven) there are outdoor venues suitable for its scale, equipped with a certain number of games and sports facilities;

(eight) there are desks, chairs, beds, toys, teaching AIDS, books, musical instruments, toy cabinets (racks) and other equipment and supplies necessary to ensure preschool children's study and life.

(nine) there are corresponding disinfection facilities for tableware, toys and utensils. Eleventh organizers to apply for the establishment of pre-school education institutions, shall apply to the education administrative department of the people's government at or above the county level. The administrative department of education shall make a written decision on approval or disapproval within three months from the date of receiving the application and serve it on the applicant.

The administrative department of education shall issue a school license to the pre-school education institutions approved for establishment; If the establishment is not approved, the reasons shall be explained.

Pre-school education institutions shall register with the registration authority according to law after obtaining the school license. Twelfth pre-school education institutions can be divided into full-time, half-day, fixed-time and boarding types, which can be set up separately or mixed. Thirteenth new urban residential areas, the transformation of old cities and the construction of rural villages and towns should be based on urban and rural planning, supporting the construction of kindergartens commensurate with the scale of residential areas.

Supporting the construction of kindergartens should be designed in accordance with national standards. Supporting the construction of kindergartens should be designed, constructed and accepted simultaneously with the main project. No unit or individual may change its use. Fourteenth city new residential areas and old city reconstruction supporting the construction of kindergartens, which belong to government investment, should be handed over to the education administrative department of the people's government of the city or county (city, district) within three months after the completion of acceptance. Chapter III Conservation and Education Article 15 Preschool education institutions shall provide preschool children with conditions and environment for healthy living, education, outdoor activities and hands-on operation to meet the needs of preschool children in all aspects of development.

Preschool education institutions should choose the content and method of education according to the curriculum standards stipulated by the state and the actual situation of kindergartens, and take games as the basic form of activities, and shall not violate the laws of early childhood education. Sixteenth pre-school education institutions enrollment and class settings, should comply with the relevant provisions of the state. Article 17 The government encourages preschool education institutions to carry out educational scientific research and teaching research, and apply the research results to educational practice. Article 18 The government encourages preschool education institutions to make use of social education resources to guide parents and caregivers of infants aged 0-3 to carry out scientific parenting and early intellectual development of infants. Nineteenth pre-school education institutions should establish and improve the health care management system. The organizers of pre-school education institutions shall organize the staff of their own units to go to the medical and health institutions designated by the health administrative departments of the people's governments of cities and counties (cities, districts) for health examination every year.
