At present, the early education center is still under the supervision of the administrative department for industry and commerce. According to the Regulations of People's Republic of China (PRC) Municipality on Individual Industrial and Commercial Households:

1. To apply for registration as an individual industrial and commercial household, an application for registration shall be submitted to the registration authority where the business premises are located.

2. The applicant shall submit the application for registration, identity certificate and business place certificate.

3. The registered items of individual industrial and commercial households include the name and domicile, composition, business scope and business premises of the operator. Broadly speaking, the national early education center is still managed by the administrative department for industry and commerce.
