1. Conduct training for all staff. All localities should take the Guide as the main content of professional training for kindergarten teachers, preschool education teaching and research personnel and management cadres. Provincial and municipal education administrative departments should focus on the training of pre-school education cadres, teaching and research personnel and key teachers, and organize the training of all staff at the district and county levels. It is necessary to fully understand and accurately grasp the spiritual essence of the Guide, and effectively implement advanced educational concepts and scientific educational methods in all aspects of kindergarten education.
