The establishment of child care institutions should comprehensively consider the characteristics of urban and rural regional development, and make scientific planning and rational layout according to the level of economic and social development, work basis and the needs of the masses. Newly-built residential areas should plan and build child care institutions that are commensurate with the size of the permanent population. Old towns and built residential areas should adopt various ways to improve child care institutions to meet the needs of residents.
In addition, in order to implement the Guiding Opinions of the General Office of the State Council on Promoting the Development of Care Services for Infants under 3 years old, according to the National Health and Health Commission's Standards for the Establishment of Child Care Institutions (Trial) and the Standards for the Management of Child Care Institutions (Trial), the child care institutions are guided to provide scientific and standardized care services for infants under 3 years old.
What does foster care mean?
