This standard stipulates the space and facilities, personnel requirements, daily care, activities and games, cooperation between institutions and parents, documents and records of full-time infant care institutions. It is suitable for the management and operation of infant care institutions.

The establishment of child care institutions should comprehensively consider the characteristics of urban and rural regional development, and make scientific planning and rational layout according to the level of economic and social development, work basis and the needs of the masses. Newly-built residential areas should plan and build child care institutions that are commensurate with the size of the permanent population. Old towns and built residential areas should adopt various ways to improve child care institutions to meet the needs of residents.

What does foster care mean?
