As early as 2003, the General Office of the State Council forwarded the Guiding Opinions on the Reform and Development of Early Childhood Education jointly issued by the Ministry of Education, the Central Organizing Committee, the State Planning Commission, the Ministry of Civil Affairs, the Ministry of Finance, the Ministry of Labor and Social Security, the Ministry of Construction, the Ministry of Health, the the State Council Working Committee on Women and Children and the All-China Women's Federation.
