The provisions for handling tobacco licenses are:

1. Submit a written license application and fill in the application form for tobacco monopoly retail license;

2. A copy of the applicant's ID card and my recent bareheaded color photo;

3. A copy of the house property right certificate or written materials that can prove the legality of the house (a copy of the house lease contract is required for renting a house, and a house certificate stamped with the seal of the villagers' committee is required if there is no relevant property right certificate or material); 4. Copy of business license or industrial and commercial registration form;

5. When a legal person or its organization applies for a tobacco monopoly retail license, it must also submit a copy of the job certificate of the person in charge and the power of attorney of the legal person;

6. Disabled people, poor households, martyrs and other special groups who apply for tobacco monopoly retail licenses shall also submit a copy of valid certificates issued by the civil affairs department. When the applicant submits written materials, the original should be accompanied by a copy and submitted to the tobacco monopoly administration department for examination and approval. A copy shall be returned to the applicant on the spot and submitted to the department of tobacco monopoly administration for the record.

To obtain a tobacco monopoly retail license, the following conditions shall be met:

(1) Having funds suitable for the retail business of tobacco products;

(2) Having a fixed business place;

(3) Conforming to the requirements for the rational distribution of retail outlets of tobacco products;

(four) other conditions stipulated by the administrative department of tobacco monopoly in the State Council.

According to Article 14 of the Provisions of the State Tobacco Monopoly Bureau on the Procedures for Applying for Tobacco Monopoly License, when applying for a tobacco monopoly retail license, the applicant shall provide the following application materials:

(1) the new tobacco monopoly license application form;

Identity certificates of individual industrial and commercial households, legal representatives or responsible persons of enterprises;

(3) the house ownership certificate or house lease agreement;

(four) other materials required by the examination and approval authority. Other materials generally refer to my 5-point photo, photos of business premises, bank credit certificate, contact telephone number, etc. Generally, it is necessary to report to the account manager in the district or directly to the certificate handling department of the local monopoly management department (monopoly office, monopoly bureau).
