Inclusive kindergarten policy
Legal analysis: universal child care is an inclusive child care policy, that is, the state encourages the development of child care institutions with relevant policies to solve the problem that double-income families cannot take care of their children. The development of universal care system needs the participation of multiple subjects such as government, enterprises, institutions, communities and families. Legal basis: Article 4 Conservation institutions shall follow the following basic principles:
