8.23 Treatment of Water Penetration Accident in Hengtai Coal Mine of Qitaihe, Heilongjiang Province
On August 24, rescuers transported the drainage pipeline down the well. On that day, after nearly 400 rescuers worked around the clock, Hengtai Coal Mine in Boli County, qitaihe city, Heilongjiang Province had completed the installation of three drainage pipes. At present, the drainage is 400 cubic meters per hour, and the water level has dropped by 1.2 meters. The fourth drain pipe is being installed. In addition, rescuers drill wells vertically from the ground above the place where trapped miners may escape, so as to provide timely ventilation, oxygen supply and food delivery.

According to Deng Xiaoqiu, director of Boli County Administration of Work Safety, after the accident, local rescuers immediately put into emergency rescue and disaster relief. At present, the total number of rescuers involved has exceeded 400. At 6: 30 pm on the 23rd, with the continuous operation of rescuers, the first drainage pipeline was laid, which can drain 100 cubic meters per hour. 2 1: 30, the laying of the second set of drainage pipes has also been completed, making the total drainage amount per hour reach 160 cubic meters. It is estimated that the total amount of groundwater is about 40,000 cubic meters. At present, the third drainage pipeline with an hourly displacement of 200 cubic meters is being laid at the scene of the accident, and the rescue work will be greatly accelerated after the completion of the laying work. At the scene, rescuers are laying pumping pipes underground, and many high-power pumps are continuously discharging groundwater from the ground. It is understood that Hengtai Coal Mine in Boli County, qitaihe city, Heilongjiang Province was the second batch of closed mines in Heilongjiang Province in 2007, and later became an integrated mine with an annual approved production capacity of 30,000 tons. After preliminary investigation, the mine was illegally mined by private organization personnel, which led to an accident in the mining process.

According to the preliminary estimate of the headquarters, abandoned roadways were drilled in the process of illegal mining. The roadway was full of water, which directly flooded the mine. According to today's pumping situation, the water level drops rapidly, and there is not much water in the roadway. Judging from the current situation, if there are survivors underground, pumping water can ensure the survival of underground personnel.

After preliminary investigation, No.4 well of Boli Hengtai Mining Co., Ltd. was illegally exploited and integrated, with a remaining reserve of 86,000 tons and an annual approved production capacity of 30,000 tons. The mine was closed in 2007. In 2009, it was declared to integrate resources with Mitsui of Boli Hengtai Mining Co., Ltd., and the integration plan has been reported to the relevant departments for review, which belongs to the mine whose integration has been suspended. However, the mine started production privately on August 16, and abandoned mines around it were opened during illegal mining, which led to the flooding accident caused by the influx of old kiln water. In addition, the investigators also found that the coal production system is not perfect, the safety production system is not implemented, the measures of "exploring every excavation, exploring first and then excavating" are not implemented, and the safety supervision is not in place.

Seven persons responsible for the accident, including corporate legal representatives, have been under the control of Qitaihe police, awaiting criminal investigation. It is reported that the location where the trapped miners may escape has been locked. In order to speed up the rescue, according to the opinions of the expert group, the accident rescue headquarters began to drill holes in underground highlands through GPS positioning while laying more drainage pipes and improving drainage capacity, that is, drilling holes vertically from the ground to the place where trapped miners may escape, trying to get through the underground "life passage" in order to ventilate and supply oxygen and deliver food in time.

On August 24, rescuers dug wells on the ground to rescue.

With the laying of several sets of drainage pipes, a large amount of groundwater began to flow to the ground at an accelerated rate, and the groundwater level began to decline, and the rescue speed was obviously accelerated. It is estimated that the total amount of groundwater is about 40,000 cubic meters. At present, the third drainage pipeline with an hourly displacement of 200 cubic meters is being laid at the scene of the accident, and the rescue work will be greatly accelerated after the completion of the laying work.

On the morning of 26th, the fifth pump started to work at the drainage site, and now the cumulative drainage has exceeded 27,000 cubic meters. Because the original estimate is about 24,000 cubic meters, the drainage progress is still relatively fast. At present, there is still a thorny problem, that is, at the site of ventilation drilling, the headquarters originally determined that there are three life-saving points, that is, drilling down. I got a message this morning that the first drill had been scrapped, not because I learned about the goaf I had encountered before, but because I had reached the designated position of 260,270 meters, but there was no one below.

Although the second and third rigs currently in operation are also drilling down, they are all drilling and measuring to see if there is any chance to continue to find personnel. The second rig has arrived at 197m, and the third rig newly built last night has arrived at more than 120m. The headquarters decided that if drilling while surveying, if these people could not be found in the original drawings, they could redraw the drawings and reset the new drilling points according to the data.

1 Well 2 should be said to be the second scene of the whole rescue. The current depth of these two wells is about 200 meters. If they reach about 270 meters, there will be news from here first, because the rescue capsule, nutrient solution, paper and pen are all ready now, and once news comes from the well below, these things will be sent down.

According to the latest news, the depth of drilling well 1 has reached more than 270 meters, and the excavation has been abandoned at present. The reason is not that the difficulty mentioned before is that we have encountered a water layer, but that there is no sign of life at present after reaching this depth. That is to say, according to the existing drawings, the location of the 1 well is wrong, so now everyone is pinning their hopes on the No.2 well.

According to the commander-in-chief, at present, all three wells are drawn from the same drawing, so the drilling hopes of wells 2 and 3 are still unclear. At the same time, the plan is being carried out, and the location will be re-determined while rescuing according to the on-site situation. If so, the news that can come from the lifesaving channel at present may be delayed for at least one or two days.

According to the information conveyed by several family members contacted by the reporter today, they all have the experience of coal mine life, so they are still very confident in the survival hope of their relatives underground, and we are still waiting here. On the evening of August 27th, the rescue of the "August 23rd" flooding accident in Hengtai Coal Mine, Boli County, qitaihe city, Heilongjiang Province made progress. After about 100 hours of unremitting rescue, rescuers found four of the 26 trapped miners in the underground search and rescue, three of whom were safely raised and sent to the hospital, and 1 person was killed. According to rescuers, the vital signs of the three miners were relatively normal, and they were taken to a nearby hospital after ascending the well.

According to underground rescuers, they found the three men about 290 meters underground. So far, they have been trapped underground 102 hours.

It is reported that at the time of the incident, there were five miners on duty in District 9 underground, among whom the squad leader on duty was washed away by the water, and his whereabouts are still unknown. 4 1 year-old Wang Qiangping, 37-year-old Jing and 4 1 year-old Jing have been raised safely. The three miners recalled that their position was ideal and their shoulders were flat when the water level was the highest.

The three rescued workers said that during the time when they were trapped underground, although the underground was dark, they knew that they were trapped for about four or five days because a miner was wearing a watch. Yesterday afternoon, some miners found that the water level in their position was falling, and at the same time, they saw some faint lights in the roadway, so they tried to climb up with their remaining physical strength. They later confirmed that the location should be Hengtai No.4 well District 9, which is about 290 meters underground. At that time, workers who were engaged in underground drainage accidentally found trapped people when laying pumps and water pipes.

The rescued miner said that when the flooding accident happened, he was lucky to escape the water waves and was able to hide in the corner of the roadway. Because I heard the sound of the pump and knew that the rescue was going on, I never gave up my belief in survival. They support their beliefs by listening to the sound of pumps. In the past five days and four nights, they all spent their lives in the ventilation pipes in District 9, basically eating nothing and living by drinking well water.

Three miners were rescued and sent to qitaihe city People's Hospital for treatment. According to Shi Hong, vice president of qitaihe city People's Hospital, when they arrived at the hospital, the three men were conscious, able to have a simple conversation and actively cooperated with the inspection. Their vital signs are stable, but they are weak. In order to prevent poisoning and infection, we need to do a lot of follow-up inspection. At the time of the incident, one of the three people was injured in the hand and was being treated. Jiang, director of orthopedics, said that the miner was seriously injured and his arm was infected, but his life was not in danger.

The family of the rescued miner's well said that he thanked the government for insisting on the rescue. After the accident, the whole family stayed at the scene day and night, hoping to rescue their loved ones. "The rescue is very fast. I hope the remaining miners will rise as soon as possible."

At the scene of the accident, all rescue and first aid departments have been put in place. It is understood that at present, there is enough oxygen in the underground, and it is very likely that the remaining miners will rise to the well. As of the afternoon of 27th 14, among the high-power pumps at the accident rescue site 10, 7 were draining normally and 2 were under maintenance. The cumulative displacement of permeable mine reaches 56 150 cubic meters, and the vertical depth of water level drops 10.44 meters.

According to Li Xingyuan, deputy director of Boli County Coal Supervision Bureau, at the initial stage of rescue, it is estimated that the underground water permeability is about 40,000 cubic meters. At present, this speculation is wrong. The reason for the discrepancy is that the mine is privately produced, and the engineering situation is inconsistent with the drawings.

At the same time, the drilling work aimed at opening the "life channel" was blocked. As of noon yesterday, 1, No.2 and No.3 rigs all "leaked air" after drilling to the designated position. At present, the site has been moved, and the drilling rig 1 is undergoing vertical debugging. The footage of No.2 drilling rig16m and No.3 drilling rig's footage is 29m, which reconstructs the "life channel" at the fastest speed.

On the day of the incident, the mine has deposited 20 million yuan in relief funds, and the families of 26 trapped miners have received a short-term living allowance of 3,000 yuan per household.
