Institutions refer to social service organizations organized by state organs or other organizations with the purpose of social welfare and engaged in education, science and technology, culture, health and other activities. (Provisional Regulations on Registration Management of Public Institutions (Order No.252 of the State Council, 4 1 1), public institutions are not government agencies. Under normal circumstances, the state will give financial subsidies to these institutions, which are divided into fully funded institutions and balance allocation institutions. There is also an independent institution that is not funded by the state.
The examination of public institutions is divided into two stages, one is written examination and the other is interview. The general written examination will include "Professional Ability Test" and "Basic Knowledge of Public Affairs". The written examination content of public institutions is divided into three categories: comprehensive, education and medical and health care. Interviews include structured interviews, and some also take leaderless groups. Teachers often give lectures.
