According to the spirit of the Outline of the Twelfth Five-Year Plan for National Economic and Social Development in Beijing, and in order to implement the division of responsibilities in the Outline of National Family Education that "the population and family planning department is responsible for promoting the early development of children aged 0-3 and gradually bringing them into the scope of public services", the Beijing Family Planning Association has formulated and implemented the 0-year Plan for Population Development and Regulation in Beijing during the Twelfth Five-Year Plan period. The purpose is to cultivate infants' creative thinking and good mental model through the "Baby Plan" project, so that they have good adaptability, social ability, creativity and healthy personality traits, thus building a harmonious, healthy and happy family.

In 20 13, Beijing Family Planning Association cooperated with R&B Children Education Development Co., Ltd. and established Beijing Early Childhood Development Education Base (Baby Plan Base) relying on the parent-child park network of R&B early childhood education entities, with the working concept of serving the community and providing quality and convenient early childhood education services for the masses. The content of the Beijing Baby Plan course includes two sections: the intellectual and physical health development course for infants aged 0-3 and the early education knowledge training for parents of infants. Among them, infant training courses are devoted to cultivating infants' creative thinking and social mental model, so that they have good adaptability, social ability, creativity and healthy personality traits. The main courses are six fields: personality and emotion, body movements, language communication, understanding the world, mathematics and artistic creation of infants aged 0-3. Parents' training courses will help parents and caregivers to interpret children's developmental characteristics and psychological needs at different stages, and provide them with guidance and suggestions on parenting styles.

The specific implementation plan of "Baby Plan" is: from May to July, 20 13, organize a free parent-child education activity for 0-3-year-old infants every week at the corresponding base of "Baby Plan".

Infants were divided into 6 groups (6-9 months, 10- 12 months, 13- 18 months, 19-24 months, 25-30 months and 365438).

From April 2013 18, the registration system of Beijing Baby Plan will be registered in @ Beijing Family Planning Association official Weibo/U/3109861571micro-registration system (because the micro-registration system has not yet opened the mobile phone client, it needs to be registered on the computer. At the same time, interested citizens can also go to the red, yellow and blue parent-child park of the "Baby Plan" base and call the base to register.
