In recent years, Shinan District has actively innovated the development mechanism of public welfare and inclusiveness, boldly explored the integrated management system for 0-6 years old, and built a new pattern of integrated public welfare and inclusiveness education services for 0-6 years old through all-round and multi-initiatives. Specific practices are as follows:
First, increase government investment and realize the integration of financial investment.
The first is to establish a per capita public funding system, from the standard of 650 yuan/student/year of 20 1 1 to 1500 yuan/student/year.

The fourth is to establish a subsidy system for public welfare early education. Relying on the resources of community centers and kindergartens, we will take the lead in implementing public welfare early education in the province, establish 27 public welfare early education centers, grant subsidies according to the standard of 1000 yuan/student/year, and provide free, nearby and professional early education guidance and services for children and parents aged 0-3.
The second is to implement two measures to benefit the people and realize the integration of management system.
The first is to reform the enrollment policy for children aged 0-6, and kindergartens and early education centers enroll students independently. Under the unified deployment of the District Education and Sports Bureau, the reform is to unify the enrollment time, procedures, standards and registration methods, create an open and fair enrollment environment, and gradually highlight the standardization and benefiting the people of children aged 0-6.
The second is to build a cooperative teaching assistant mechanism for 0-6 years old, give play to the exemplary radiation role of the top ten parks in provinces and cities and provincial demonstration parks, and establish a one-on-one alliance and mutual assistance mechanism between public parks and private parks; Form a three-level public welfare early education management model of district education and sports bureau-teaching and research base-early education center to improve the quality of preschool education as a whole and effectively enhance the social credibility of preschool education.
Third, implement the "55 18 1 Project" to realize the integration of teachers.
First, plan the training content as a whole, and organize the training of personnel in each position in a targeted and hierarchical manner according to the post functions. Implement the activity plan of happy and fashionable teachers in Shinan kindergarten (20 18 -2020), and build a "four haves" good teacher with noble morality, dedication and love for children. In the city, it took the lead in holding six training courses for senior baby nurses and two training courses for induction instructors, and the number of employees with "double certificates" (teacher qualification certificate and senior baby nurse qualification certificate) ranked first in the city. For kindergarten cadres, front-line teachers and logistics personnel, skills exhibition activities will be carried out in stages and layers to create experts at all levels and positions.

Overall budget for training funds: According to the training plan of each post, reasonably budget the funds, allocate more than 6.5438+0 million yuan each year, invite experts to give lectures to young people and learn outstanding achievements in advanced cities, and comprehensively improve the professional level of teachers aged 0-6.

Actively explore the effective ways and methods of docking kindergarten and early education center, build a scientific, systematic and professional curriculum system for 0-6 years old, and realize the integration of kindergarten and early education center. Shinan District Education and Sports Bureau manages the curriculum construction of kindergartens and early education centers as a whole. 3-6 years old, focusing on the implementation of regional marine education courses and characteristic kindergarten-based courses. At the age of 0-3, we will set up an early education curriculum construction team and a teaching and research think tank, study and form a regional early education curriculum resource library, and publish "Happy Early Education, Happy Growth-A Guide Book for Early Education for Children Aged 0-3 in Shinan District", which will be distributed to parents of school-age children free of charge, and scientifically complete the connection between nursery and kindergarten.
Shinan District's achievement of "building a new pattern of integrated public welfare inclusive education services for 0-6 years old" won the third Qingdao Education System Reform and Innovation Award. We will implement the third pre-school education action plan in our district, focus on solving outstanding problems, continue to strengthen the construction of public kindergartens around the two cores of "increment" and "quality improvement", continuously increase the supply of inclusive degrees, and take marine education as the main line to create high-quality pre-school education with regional characteristics.

1. Actively promote planning projects, and give priority to setting up supporting kindergartens in newly-built residential areas as public parks or entrusting them as inclusive private parks.

Establish a linkage mechanism, adopt the way of "one street, one case", and increase kindergartens and educational security points in the neighborhood offices with tight degrees, that is, neighborhood offices familiar with housing supply provide housing suitable for running the park, and the Education and Sports Bureau will open it as a public park or educational security point after transformation according to the requirements of running the park, thus alleviating the people's livelihood problem that it is difficult for children to enter the park.
3. Scientifically plan the existing space of kindergartens, expand the scale of kindergartens and continuously increase the number of degrees through rational use of functional rooms.
(2) Strengthen the construction of private kindergartens and improve the quality of inclusive degrees.
