In the history of the development of Guanlan Academy, there is also an important figure who has to be mentioned-Huang Yanpei, the most influential figure in modern Sichuan. Huang Yanpei firmly remembered the teacher's words. In the 28th year of Guangxu (1902), the Qing government promulgated the Constitution of Colleges and Universities, ordering all provinces to change academies into schools. At the end of the same year, Huang Yanpei, Zhang and others jointly wrote to Chuansha Guild Hall, demanding that Guanlan Academy be changed into Chuansha Primary School Guild Hall, but there was great resistance. So they braved the wind and snow to take the turn of the Yangtze River in Nanjing and sent a letter to Zhang Zhidong, the governor of Liangjiang, which was finally approved. Chuansha has a public primary school since then. It is extremely difficult to start a school at first. Huang Yanpei worked as a teacher three times a day, but he didn't get paid. When he won the prize in the exam, he made a living by distributing articles. Arrange physical education class every day to enhance students' physique.

After liberation, it was named "Chengxiang Central Primary School in Chuansha County", and 196 1 was changed to Chengxiang Town Primary School in Chuansha County, and it was also listed as a key primary school in Shanghai. 1993, the county construction area was changed to Chengxiang Primary School in Pudong New Area, and it was renamed Guanlan Primary School in Pudong New Area in June 2004.
