Government kindergartens can be subdivided into teaching-run parks, collective parks and departmental parks.

Teaching-run park refers to the kindergarten run by the education department. All assets belong to the education department, the director is appointed by the Education Bureau, and all kinds of funds are allocated by the Education Bureau.

Collective parks refer to kindergartens run by towns, streets, villages and communities. All assets are owned by the collective, and all kinds of funds are distributed by the organizers.

Departmental parks refer to kindergartens run by government departments, state-owned enterprises or military academies, collectively referred to as departmental parks. All assets are owned by the organizer, and people, money and things are managed by the organizer.
