Specific policies and measures for preschool education determined by the Central Committee of the State Council (1) Expanding preschool education resources. Vigorously develop public kindergartens and support streets, rural collectives and qualified administrative institutions and enterprises to run kindergartens. Encourage social forces to run parks, guide and support private kindergartens to provide inclusive services to the public at low fees.
