Preschool education is accelerating towards legislation. The State Council held a national teleconference on preschool education, implemented "Several Opinions of the State Council on Current Development of Preschool Education", and deployed preschool education for nearly three years. It can be said that the state attaches unprecedented importance to preschool education, but it also reflects that preschool education in China has now reached a crossroads. This situation is not uncommon for Pang, a professor in the Department of Education of Beijing Normal University who has been engaged in psychological research on preschool education for a long time. The fundamental way to solve this dilemma lies in formulating a preschool education law that conforms to China's national conditions. With the in-depth disclosure of the functional value of preschool education by related research, the importance and urgency of preschool education are increasingly prominent. In recent years, the public opinion and voice of attaching importance to the development of preschool education, strengthening the role of the government in the development of preschool education, and enacting the preschool education law as soon as possible have become increasingly strong, which has become the ardent expectation of the education sector, parents of young children and society. It can be said that we have a social basis for legislation. Establishing and strengthening the nature, status and government responsibility of preschool education in legal form means that governments at all levels must vigorously strengthen their financial investment in preschool education. With the gross national product growing at a rate of nearly 10% for 20 years in a row, our economic development level basically has the economic foundation to increase the financial investment in preschool education. At the same time, China has rich experience in preschool education legislation. In addition to the above-mentioned attempts by local people's congresses, the implementation experience of international preschool education laws in the United States, Britain, France and Japan can also provide reference for China. Specific policies and measures for preschool education determined by the Central Committee of the State Council (1) Expanding preschool education resources. Vigorously develop public kindergartens and support streets, rural collectives and qualified administrative institutions and enterprises to run kindergartens. Encourage social forces to run parks, guide and support private kindergartens to provide inclusive services to the public at low fees. Urban communities should build kindergartens in accordance with state regulations. (2) Strengthen the construction of preschool teachers. Reasonably determine the ratio of students to teachers, and gradually complete the construction of teachers in public kindergartens. Implement the status and treatment of preschool teachers according to law, and earnestly safeguard their rights and interests such as salary, professional title evaluation and employment, and social security. Improve the pre-school teacher training system, run the pre-school normal colleges and majors well, and increase the training of pre-school teachers. National training 1000 kindergarten directors and key teachers in three years, and a round of off-the-job training for kindergarten directors and teachers in all localities in five years. (3) Increase investment in preschool education. Pre-school education funds are included in the financial budgets of governments at all levels, and new education funds are inclined to pre-school education. Establish a pre-school education funding system, provide funding for children with financial difficulties and orphans and disabled children to receive inclusive pre-school education, and develop pre-school rehabilitation education for disabled children. Some suggestions of experts and scholars on preschool education are introduced in detail. Preschool education is the real starting point for children. In order to let children enjoy the equality of educational opportunities and public services, it is necessary to strengthen the service capacity of the government as the main body of public services for preschool education, expand the service coverage, and prevent children from pulling too far away from the starting line. Improve and straighten out the management system and working mechanism. The government should undertake the task of building the public service system of preschool education, make rational planning, layout, investment and management, and promote the development of preschool education in the direction of public welfare and inclusiveness. In addition to increasing government investment and organizing more public parks, there are actually many specific ways to achieve "government-led", mainly by making full use of various policy tools and control means to encourage institutions, factories, mines and social organizations to set up their own kindergartens.
