The new library is designed with 500,000 books and 900 seats. There are three characteristic reading rooms for textiles and clothing, Vietnamese culture and local literature, 1 multimedia electronic reading room and characteristic lending room, 1 social science lending room and 1 natural science lending room. There is also an independent children's reading room and a 300-seat lecture hall and cultural corridor.

The new library is a modern library with three major service functions: literature information, social education and cultural leisure. Its goal is to build two collection systems: "International Textile Information Center" and "Local Cultural Resources Features". The service mode is to form a reader-centered service mode: to build a subject and topic collection system integrating collection, borrowing, reading and searching; Explore the mode of building * * with textile enterprises and surrounding schools; Construction of remote service outlets with towns, communities and families. The internal organizational structure of the new library has been initially drawn up, namely, the Ministry of Resources Construction, the Information Technology Department, the office, the reader service department and the education and training center.
