Interim Provisions of Sichuan Province on the Compilation and Management of Informal Publishing Books
Article 1 In order to strengthen the management of books and materials of non-publishing units, these Provisions are formulated in accordance with the relevant regulations of the State Council and the actual situation in Sichuan. Article 2 Non-publishing units in the province must abide by these provisions when editing and publishing non-profit teaching reference books, handouts, teaching materials, business and scientific and technological materials for internal use (hereinafter referred to as unofficial published books). Article 3 To compile and publish unofficial books, an application shall be filed by the compiling unit, which shall specify the compiling purpose, contents of the book, the target of delivery, the number of copies printed, the format of the book, and whether or not to charge fees. After the approval of the competent department, it can be printed only after it is submitted to the competent department of press and publication or the competent department of culture for approval. Printing units shall handle printing business with accurate certificates. Fourth central units in Sichuan and provincial units to publish informal books, must be approved by the provincial press and publication administration, issued a quasi-proof. The compilation and publication of informal books by units below the provincial level must be approved by the local, municipal and state press and publication or cultural authorities, and a quasi-certificate shall be issued; If it is printed in a different place, it shall be approved for distribution to the press and publication or the competent cultural department of the printing place.

The fee and management fee may be appropriately charged when issuing the permit, and the fee for each book period shall not exceed 15 yuan, which shall be used for the management of unofficial publishing books and shall not be used for other purposes.

The quasi-confirmation shall be uniformly produced by the provincial press and publication department. Article 5 The number of printed books published informally shall be controlled, generally not exceeding 1 10,000 copies, and editors and printers shall print according to the approved number. Article 6 Books published informally are only for internal distribution and may not be subscribed to the public for sale. If you want to charge, you should indicate the internal information and the charge amount on the back cover, and you can't raise the charge standard to profit from it. Article 7 The quality of books published informally shall be guaranteed. It is forbidden to publish books with reactionary, obscene and absurd contents. After the book is published, the publishing unit shall submit the sample book in duplicate to the competent department and the issuing unit for inspection. Article 8 The competent department of press and publication or culture shall, jointly with the public security and industrial and commercial administrative departments, conduct irregular inspections on books published informally. Find problems and deal with them in time. Article 9 Non-publishing units and printing units that illegally edit and publish books in violation of these Provisions shall be given a warning, suspend business for rectification, confiscate illegally published books, confiscate illegal income, impose a fine of less than 5 times the total price of illegally published books, and revoke the registration certificate or business license, depending on the seriousness of the case. The directly responsible person or leader shall be given administrative sanctions by the competent department according to the seriousness of the case. Confiscated income shall be turned over to the state treasury. Article 10 These Provisions shall come into force as of the date of promulgation.
