At present, the NFT platform of domestic mainstream digital collections does not support the opening of secondary market transactions, mainly for fear of excessive speculation, leading to stakeholder risks. If the platform opens a second transaction, then the platform becomes a "trading place". According to Guo Fa [2011] No.38, "the State Council's Decision on Cleaning up and Rectifying Various Trading Places to Effectively Prevent Financial Risks" (Guo Fa [2012] No.37) and "the State Council General Office's Implementation Opinions on Cleaning Up and Rectifying Various Trading Places", trading places refer to providing equal and transparent trading opportunities for various market entities and conducting orderly transactions. Therefore, the NFT platform for digital collection trading in the secondary market must also obtain the "trading place" license issued by the provincial people's government!
