However, from the perspective of all kinds of education at all levels, preschool education is still a weak link, mainly manifested in the shortage of educational resources, insufficient funds, imperfect teachers, unbalanced urban and rural development and so on. In particular, the institutional obstacles that restrict the reform and development of preschool education are outstanding, and the phenomenon of difficulty and expensive admission in some areas still exists. The Regulations on Preschool Education in Jiangsu Province (hereinafter referred to as the Regulations) adopted at the 26th meeting of the 11th the NPC Standing Committee. It was implemented on March 1 day, and the regulations are of positive significance to solve the above problems, which will certainly promote and guarantee the healthy development of preschool education in our province.

First, highlight the public welfare and inclusiveness of preschool education.

Preschool education is related to the healthy growth of children, the vital interests of thousands of families and the future of the country and the nation. The regulations clearly stipulate that the development of preschool education should adhere to public welfare and inclusiveness, and implement a school-running system of government-led, social participation and public-run and private-run. Local people's governments at or above the county level shall ensure that preschool children can receive basic and quality preschool education on an equal footing, and free preschool education can be implemented in areas where conditions permit; The regulations stipulate that local people's governments at or above the county level should rationally allocate educational resources, vigorously develop rural preschool education, narrow the gap between urban and rural areas, regions and preschool education institutions, improve the overall level of preschool education, and promote the balanced development of preschool education; The regulations also specifically stipulate that kindergartens should be mainly public kindergartens and inclusive private kindergartens.

Two, increase investment in preschool education, a clear proportion, to the economically weak areas and rural areas.

At present, preschool education implements an input mechanism of government investment, sponsor financing and parents sharing. However, in fact, the total investment in preschool education is seriously insufficient. Pre-school education funds mainly come from the educational expenses paid by children's families. A large number of public parks are seriously short of public teachers and public funds, and it is common to collect sponsorship fees illegally, especially in provincial-level high-quality kindergartens or demonstration public parks in large and medium-sized cities. The sponsorship fee charged is generally as high as 1 to 40 thousand yuan. The level of public parks is low, and the fees of private parks are high, so it is difficult for rural kindergartens to maintain and provide quality education. In order to solve this problem and fully embody the government-led preschool education system, the regulations make the following provisions: First, the proportion of fiscal preschool education funds to the fiscal education funds at the same level is not less than 5%. Three, actively promote the construction of preschool education facilities, strengthen the protection of preschool education facilities.

At present, a prominent problem of preschool education is the insufficient total resources and uneven distribution. Four, clear requirements for kindergarten educators, and further standardize kindergarten education behavior.

At present, some kindergartens are not equipped with nursing education teams, especially some rural kindergartens are not equipped with nurses and health care personnel according to national requirements. According to the relevant national norms and requirements, the Regulations clearly stipulate that kindergartens should be equipped with more than 2 kindergarten teachers and 1 or more nurses in each class, which is also commonly known as "two education and one guarantee"; The regulations also explicitly require kindergartens to scientifically arrange educational content and methods to meet the needs of preschool children for perception, experience and exploration, and to protect and cultivate preschool children's interests and free imagination. Kindergarten activities should be organized in the form of games, paying attention to the life, interest and diversity of activities; In order to prevent and curb the current tendency of primary school education in kindergarten, the Regulations explicitly prohibit the implementation of hanyu pinyin and Chinese character reading and writing training, digital writing operation training and foreign language reading and writing training by centralized teaching, and stipulate the corresponding legal responsibilities for violation.

Five, the disabled children and other vulnerable groups to receive preschool education to give special protection.

In order to ensure that children of floating population, children from economically disadvantaged families, orphans and disabled children and other vulnerable groups receive preschool education, the regulations make the following provisions: First, determine the government's responsibility for arranging preschool children to enter the park, and stipulate that preschool children who apply for admission to the park (including children of floating population, children from economically disadvantaged families, orphans and disabled children) who have difficulties in receiving kindergartens should make overall arrangements; Second, the government pays the bill for disabled children to enter the park, stipulating that preschool education for disabled children is free, and the required funds are guaranteed by the local county-level people's government; Third, kindergartens should actively create conditions to receive and provide integrated education for preschool disabled children who have the ability to receive general education, so that more disabled children can live and receive education with ordinary children, which is more conducive to their healthy and happy growth; Fourth, special education schools should set up preschool education classes to receive preschool disabled children, provide places and facilities suitable for preschool disabled children, and provide help for their care, education and rehabilitation; Fifth, the per capita funding standard for preschool education for disabled children is higher than that for kindergartens, and the relatively high per capita funding standard for disabled children is extended to all kindergartens that receive disabled children; Sixth, local people's governments at all levels should provide financial assistance to preschool children and preschool orphans from economically disadvantaged families.

Six, strengthen the kindergarten security work, standardize the use and management of kindergarten school buses.

In order to further clarify the responsibilities and effectively ensure the safety of preschool children, the regulations stipulate that local people's governments at or above the county level and public security departments should guide and supervise kindergartens to strengthen safety and security work, guide kindergartens to formulate kindergarten safety and security systems and emergency plans, strengthen public security patrols around kindergartens, promptly investigate and eliminate potential safety hazards, maintain the order around kindergartens, and ensure the safety of preschool children and kindergarten staff according to law; The regulations also stipulate that kindergartens should establish and improve a safety management system, equip security guards in accordance with relevant regulations, implement safety precautions and strengthen safety management; In order to actively respond to the frequent school bus accidents, the regulations also make a connecting provision: the school bus used to pick up and drop off preschool children and its management should comply with the relevant provisions of the state and province.

Seven, standardize the behavior of kindergarten fees.

At present, some kindergartens charge fees in violation of regulations and in disguised form in various names, which is strongly reflected by the masses. In order to prevent and curb the above phenomenon, the Regulations stipulate that kindergartens are not allowed to collect book fees and seek profits by selling or disguised sales of teaching AIDS, books, bedding and clothes. , shall not charge fees in the name of running various special classes, interest classes, experimental classes, etc., and shall not charge or charge fees related to admission, donated tuition fees, garden building fees, etc. The regulations also stipulate that kindergarten fees and the use of funds should be made public to parents and the society and subject to social supervision; The competent price departments of local people's governments at or above the county level shall strengthen the management and supervision of kindergarten fees.
