At the end of 1993, China officially launched the "three gold projects", the initial project of national economic informatization.

The so-called "Three Gold Projects" include Jinqiao Project, Golden Crown Project and Gold Card Project. The goal of "Three Gold Projects" is to build China into an "information quasi-high-speed national highway".

Jinqiao Project belongs to the construction of information infrastructure, and it is the main body of China information superhighway. Jinqiao network is a national economic information network, which forms an integrated network structure of air and ground in various ways, such as optical fiber, microwave, program control, satellite and wireless mobile, and establishes a national public information platform. Its goal is to cover the whole country, connect the private networks of various ministries and commissions in the State Council, connect 3 1 provinces, municipalities, autonomous regions and 500 central cities, connect 1 0.2 million large and medium-sized enterprises, connect110,000 important enterprise groups with separate plans and national key projects, and finally form the trunk line of the electronic information superhighway and connect the global information superhighway.

Jinguan project, namely the national economic and trade information network project, can be extended to the efficient management of the national material market circulation by computer. The information system of foreign trade enterprises will also be networked, the electronic data interchange (EDI) service will be promoted, and the magnetic media information will be replaced by the information exchanged by the network, so as to eliminate the untimely and inaccurate import and export statistics and the disadvantages in licensing, certificate of origin, tax amount, foreign exchange settlement and export tax rebate, reduce losses, realize customs clearance automation and connect with international EDI customs clearance services.

The Gold Card Project started from the electronic money project, and it is planned to popularize financial transaction cards among the 300 million people in the city in more than 10 years, so as to realize the revolutionary change of payment methods, thus stepping into the era of electronic money and gradually developing credit cards into comprehensive information vouchers for individuals and society, such as personal identity, experience, savings records, criminal records, etc.
