The Northeast Anti-Union Culture as mentioned in these Regulations refers to the material culture and spiritual culture formed during the War of Resistance against Japanese Aggression period and related to the anti-Japanese armed forces such as the Northeast Anti-Japanese Allied Forces and the Northeast Anti-Japanese Volunteer Army led by the China * * * Production Party, which has historical value, commemorative significance and educational significance. Article 3 The people's governments of cities, districts and counties (cities) shall strengthen the organization and leadership of the protection and inheritance of the Northeast Anti-Union Culture, and incorporate the protection and inheritance of the Northeast Anti-Union Culture into the national economic and social development plan, and the required funds shall be included in the fiscal budget at the corresponding level.
The protection and inheritance of the Northeast Anti-Union Culture should be taken as an important part of the construction of socialist spiritual civilization and incorporated into the evaluation system for the creation of spiritual civilization in this city. Article 4 The cultural tourism department shall be responsible for the specific work of the protection and inheritance of the Northeast Anti-Union culture according to its responsibilities.
The research of historical records, the promotion of the construction of old liberated areas, the affairs of retired soldiers, finance, education, archives and other units shall, according to their respective functions and duties, do a good job in the protection and inheritance of the anti-Union culture in Northeast China. Article 5 The cultural tourism department shall, jointly with the affairs of retired military personnel, historical records research, and the promotion of the construction of old areas, carry out the investigation of revolutionary cultural relics of the Northeast Anti-Union Movement, collect documents and oral materials, and do a good job in the rescue and preventive protection of the Northeast Anti-Union Movement culture. Article 6 This Municipality shall establish a list system of revolutionary cultural relics of the Northeast Anti-United Movement. The city's Northeast Anti-Union Revolutionary Cultural Relics List is proposed by the municipal cultural tourism department in conjunction with the affairs of retired military personnel, historical records research, and the promotion of the construction of old areas, and submitted to the Municipal People's Government for approval and promulgation. The newly discovered revolutionary cultural relics of the Northeast Anti-Union should be included in the list in time. Article 7 The cultural relics of the Northeast Anti-Union Revolution in this Municipality include:
(1) The former site of important institutions and conferences;
(2) Former residences, former residences, activity places and relics of important people;
(3) Sites and representative objects related to important events and major battles;
(4) Places where heroic deeds have an important influence or facilities for commemorating heroic martyrs;
(five) important documents and representative objects reflecting the history and spirit of the Northeast Anti-Union Movement;
(six) other representative sites and objects related to the Northeast Anti-Union Culture. Eighth Northeast Anti-Union Revolutionary Cultural Relics shall be protected and managed in accordance with the relevant laws and regulations on the protection of cultural relics. Belonging to the memorial facilities for heroic martyrs, it shall also comply with the relevant provisions on the protection of heroic martyrs.
The cultural tourism department shall, jointly with relevant departments, regularly organize inspections on the protection of revolutionary cultural relics in the Northeast Anti-Union Movement. If there are potential safety hazards, the owners and users of cultural relics shall be excluded according to law. Article 9 It is forbidden to carve, smear or destroy the revolutionary cultural relics of the Northeast Anti-United Movement, and it is forbidden to carry out activities that are detrimental to the memorial environment and atmosphere of the revolutionary cultural relics within the protection scope of the immovable revolutionary cultural relics of the Northeast Anti-United Movement. Article 10 The people's governments of cities, districts and counties (cities) shall organize and carry out various publicity and education activities with the theme of Northeast Anti-Union Culture, tell good anti-Union stories, promote anti-Union culture to enter units, schools, communities and villages, and enhance the pertinence and effectiveness of anti-Union culture inheritance.
City, county (city) people's government shall organize commemorative activities in festivals and anniversaries such as Tomb-Sweeping Day, Martyrs' Memorial Day, major historical events Memorial Day, and guide the public to learn and inherit the Northeast Anti-Union culture. Eleventh state organs, enterprises, institutions and social organizations should make use of the cultural resources of the Northeast Anti-Union Movement to organize thematic education activities.
The education department should incorporate the Northeast Anti-Union Culture into the content of school education, and guide schools to carry out patriotic education and revolutionary traditional education through theme education, on-site teaching and social practice.
Cadre education and training institutions shall incorporate the Northeast Anti-Union Cultural Education into the teaching curriculum, and carry out the Northeast Anti-Union Cultural Education by using on-site teaching points such as patriotism education bases and party history education bases. Article 12 The people's governments of cities, districts and counties (cities) shall strengthen the construction and management of the propaganda of the Northeast Anti-Union Culture Network, and guide the public to consciously resist the words and deeds that damage the Northeast Anti-Union Culture.
Newspapers, radio, television, internet and other media should adhere to the correct direction of public opinion, and publicize the Northeast Anti-Union Culture by broadcasting or publishing works on the theme of Northeast Anti-Union Culture, making and publishing public service advertisements, and opening columns.
Encourage the media to use modern technology, innovate communication methods, expand communication channels, and carry forward the northeast anti-union culture. Article 13 The immovable revolutionary cultural relics of the Northeast Anti-United Movement with opening conditions shall be opened to the public free of charge or at preferential rates in accordance with relevant state regulations.
Encourage museums, memorial halls, exhibition halls, archives and libraries. Make use of the cultural resources of the Northeast Anti-Union Movement to carry out special exhibitions, public lectures, media publicity, reading promotion and other activities.
Promote the establishment of an information sharing platform and digital display system for revolutionary cultural relics of the Northeast Anti-United Movement, and display and publicize revolutionary cultural relics in an all-round, three-dimensional and extended way by means of image display and scene reproduction.
